SENATE COMMITTEES SETTLE SUPERVISORY AND DISCIPLINARY POWERS DISPUTE – GATCHALIAN

The Senate has concluded its mediation of the dispute between the National Electrification Administration (NEA) and the Bukidnon Second Electric Cooperative (BUSECO) concerning the former’s supervisory and disciplinary powers over the latter.

During the second consultative hearing on the issue led by Senator Win Gatchalian (chairman, Senate Energy Committee) and Senator Migz Zubiri (chairman, Senate Cooperative Committee) the BUSECO Officer-in-Charge, General Manager Melchie Nacalaban, reported the progress of the 7-Point Agreement they forged with NEA on November 7, 2017. Most of the points indicated were completely or partially complied with by both parties, which include the mending of their business ties and the shunning of activities that may sow misinformation and strife with one another.

The two parties also agreed to iron out some concerns on the functions of Dr. Regin Mordeno, who was recently appointed as the Acting General Manager of BUSECO by virtue of Office Order No. 2017-231. A former President of the First Bukidnon Electric Cooperative, Inc., Mordeno shall oversee NEA’s Comprehensive Audit of BUSECO in a period of 30 days.

“Nagusap nga kami ni Senator Migz that the designation of Dr. Mordeno is to help bring this back to its normal state. Hindi po siya in-assign doon para guluhin kundi in-assign siya doon para ayusin at mabalik sa normal yung operations ng BUSECO. Yun po ang objective,” Gatchalian said.

(I even raised this to Senator Migz that the designation of Dr. Mordeno is to help bring this back to its normal state. He was not assigned there to muddle affairs but to fix and normalize operations of BUSECO. That’s the objective.)

Gatchalian stressed the urgency of fixing the tenuous situation between NEA and BUSECO to avoid inefficiencies in the delivery of power services to Bukidnon consumers.
