The House committee on transportation has given its nod to a measure that would create a new Land Transportation Office (LTO) district office in the Municipality of Guiuan, strengthening transportation services for communities across Eastern Samar.
Eastern Samar Lone District Representative Christopher Sheen Gonzales, principal author of House Bill No. 4630, welcomed the committee’s endorsement of his proposal to upgrade the existing LTO extension office in Guiuan into a full-fledged district office, complete with expanded services, enhanced capabilities, and additional personnel.

The bill is co-authored by House Minority Leader and 4Ps Party-list Representative Nonoy Libanan.
“With Eastern Samar’s development accelerating, government services must keep pace. This new LTO district office is an investment in public convenience, safety, and local progress,” Gonzales said.
“When government brings frontline services closer to the people, everyone benefits — motorists, commuters, and the local economy,” Gonzales pointed out.
The legislator noted that transportation-related transactions throughout Eastern Samar have grown substantially in recent years.
“Our people deserve another full-service LTO district office that can respond fast to their needs without requiring them to travel far.”

Gonzales previously served as Eastern Samar vice governor and mayor of Guiuan.
Eastern Samar has registered the fastest economic growth among the six provinces of Eastern Visayas (Region VIII).
Eastern Samar’s economy expanded by 10.2 percent in 2024, outpacing even regional capital Tacloban City’s 8.2 percent growth rate, according to a Philippine Statistics Authority report released in October.
The LTO’s key functions include issuing and renewing driver’s licenses, registering and inspecting motor vehicles, and enforcing road safety laws and standards.
Once enacted, the Guiuan district office will become Eastern Samar’s second LTO district office.
The other LTO district office is located in Borongan City.
