Senator Alan Peter Cayetano filed ten priority bills ahead of the 20th Congress, presenting a legislative agenda focused on strengthening core government systems, promoting Filipino values, and ensuring long-term support for families and future generations.
The measures span values formation, education, health, labor, disaster response, national defense, and social protection — sectors Cayetano identified as requiring systemic reform to address current challenges and prepare the country for those to come.
Leading the list is the Filipino Identity in Values Act, which seeks to institutionalize a national program on values formation, etiquette, and civic responsibility through the creation of a Commission on Filipino Values and an Inter-Faith Council to lead implementation across all sectors.

The Makakapagtapos Ako Act, the second measure, proposes monthly cash assistance for qualified senior high school and college students in public schools to help cover transportation, project expenses, internet access, and other basic learning needs.
Also included is the Third Congressional Commission on Education (EDCOM III) Act, co-authored with Senators Pia Cayetano, Chiz Escudero, and Joel Villanueva. The measure creates a national commission tasked with reviewing and harmonizing policies across the Department of Education (DepEd), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA).
In the labor sector, the Executive-Legislative Labor Commission (LabCom) Act establishes a joint policy body to define a national living wage framework and recommend long-term solutions to job insecurity, wage inequality, and informal employment.
To strengthen disaster preparedness, the Emergency Response Department (ERD) Act proposes the creation of a focused and streamlined agency to plan for, respond to, and recover from disasters in an effective and speedy manner and to manage the nationwide 911 hotline.
The Trust Fund for the Abandoned, Neglected, or Voluntarily Committed Child Act sets up a structured savings and support system for children under state care, helping them transition into independent adulthood with financial stability.
Inspired by the City of Taguig’s programs for senior citizens, the seasoned lawmaker also filed the Center for the Elderly in All Cities and Municipalities Act which mandates the establishment of care centers offering wellness activities, livelihood support, and accessible healthcare.
To strengthen peace and order infrastructure, the AFP and PNP Camp Development Fund Act proposes P10 billion in annual funding for five years to modernize camps and headquarters of the Armed Forces and the Philippine National Police. The funds will cover training centers, barracks, health facilities, communications, and security systems.
The senator also filed the Anti-Online Gambling Advertisement Act of 2025 which seeks to ban all forms of online gambling promotion across print, broadcast, digital, and outdoor media, citing the growing normalization of gambling among the youth.
The measure complements Senator Pia Cayetano’s Ban on Online Gambling Act, which he co-authors, aiming to prohibit online gambling on both domestic and offshore platforms.

Rounding out the list is the Health Passport System Act, which establishes a unified physical and digital ID to help citizens — especially senior citizens, persons with disabilities, and those with chronic conditions — access and manage their healthcare more efficiently.
Cayetano said the ten measures reflect his long-standing commitment to “honor God, build communities, and transform the nation” through inclusive reforms that embed Filipino values in public policy and ensure essential services reach those who need them most.
