ISKO MORENO’S ‘BILIS KILOS 2.0’ NOW IN FULL SWING

“Bilis-Kilos 2.0” is in full swing for Manila City Mayor Francisco “Isko Moreno” Domagoso who laid out his accomplishments and directives in his first two weeks back as the chief executive of the nation’s capital. 

“Gagamitin ko ang araw na ito para maghatid ng report card. I’d take this as an opportunity to report to you on what transpired for the past two weeks in Manila,” Domagoso said as he was speaking before members of the Rotary Club of Manila.

The mayor said he has organized and led over 78 meetings, events and activities since assuming office at 12:01 p.m. on June 30, 2025.

Domagoso has also signed 31 executive orders, 2 ordinances and conducted 16 field inspections to make sure the city runs smoothly and efficiently from Day One.

Among the orders he signed included Executive Order No. 1, which stresses the practice of Good Moral and Right Conduct for city officials and employees. 

“City Hall will lead by example.”

“Change begins at the City Hall. My office will be the Kilometer Zero of this policy. City Hall will lead by example,” Domagoso stressed. 

Other EOs mandated an open governance policy, city-wide clean-up and declogging operations every Saturday, and reorganization of committees and local special boards.

He also stressed the importance of personally checking street sweeping operations, estero declogging, floodgate openings, and maintenance procedures in LGU-run hospitals. 

Domagoso also convened key councils multiple times in two weeks: twice the City Health Board, twice the City School Board, twice the City Disaster Risk Reduction and Management Council, and once the Manila Peace and Order Council. 

To ease the financial burden on residents and businesses, he signed the General Tax Amnesty ordinance, which Domagoso said was “aimed at providing relief and encouraging compliance among our citizens”. 

Since his return, he noted that 433 new businesses applied for permits, while the city government collected ₱103 million in taxes despite its tight fiscal situation.

On public safety, Domagoso vowed a no-nonsense approach to crime. 

“I guarantee you, tatalupan ko ang buong Pilipinas, makuha sila at mapanagot sa mata ng batas ng ating husgado.”

“Sa Maynila ngayon, maaaring hindi ko matigilan ang krimen na maaaring gawin ng isang indibidwal… but I guarantee you, tatalupan ko ang buong Pilipinas, makuha sila at mapanagot sa mata ng batas ng ating husgado,” he said. 

Domagoso emphasized his goal of making Manila a peaceful city where residents can sleep soundly, saying, “Gusto ko ang mga taga-lungsod natutulog nang mahimbing, walang ingay ng motor. Gusto ko ang mga bata naibalik ang paggalang sa magulang at pagsunod sa kanila.”

Referring to his appeal for minors to return home early and respect parenta authority, Domagoso said: “We-u na, logtu na kapag maghahatinggabi na,” he said.

He added that restoring order in the streets and discipline in the communities would be essential to reviving the city’s image.
