GOVERNORS REELECT CUA, TAMAYO AS LPP TOP LEADERS

In a resounding show of unity and confidence, the country’s provincial governors reelected Quirino Governor Dakila Carlo “Dax” E. Cua and South Cotabato Governor Reynaldo S. Tamayo, Jr. as president and chairman, respectively, of the League of Provinces of the Philippines (LPP) during its General Assembly and Election of Officers held on Friday at Crowne Plaza Ortigas.

The reelection of both leaders signals the League’s commitment to continuity and stability at a time when provinces are playing a more decisive role in shaping national outcomes—whether in implementing universal healthcare, managing localized responses to climate risks, or driving digital and economic transformation across the countryside.

Cua, first elected as Chairman in 2019, has been steering the League and its umbrella organization, the Union of Local Authorities of the Philippines (ULAP), into more active, policy-influencing bodies. As the current President of ULAP, he has elevated local voices in national and international fora, championing local autonomy and innovation within the framework of responsive governance.

This newly elected leadership team represents a broad geographic and political spectrum.

“We have built momentum around a shared vision of LGUs– from provinces down to the barangays– not as peripheries of power, but as primary engines of national transformation,” said Cua.

“This renewed mandate is a call to push harder, dream bigger, and govern better for every Filipino who depends on the services and leadership of their provincial governments,” he added.

Tamayo, meanwhile, was reelected as LPP President after first assuming the post in 2022. He has also been serving as Chairman of ULAP.

Tamayo has anchored his governance on uplifting underserved LGUs and ensuring that no province is left behind in national decision-making.

“This is not just about continuity—it is about deepening our commitment to people-centered, locally driven governance,” Tamayo said.

“We will continue to build stronger provinces by strengthening their capacity to deliver and to lead,” he also said.

The reelection of both leaders signals the League’s commitment to continuity and stability.

Under their leadership, the League has championed fiscal empowerment, institutional reforms, and broader consultation between national and local governments, especially under the evolving devolution landscape prompted by the Mandanas-Garcia ruling.

Alongside Cua and Tamayo, the League also elected the following national officers for the 2025–2028 term:

 • Gov. Lilia G. Pineda (Pampanga) – Executive Vice President

 • Gov. Rodolfo T. Albano III (Isabela) – Senior Vice President for North Luzon

 • Gov. LRay F. Villafuerte, Jr. (Camarines Sur) – Senior Vice President for South Luzon

 • Gov. Arthur R. Defensor, Jr. (Iloilo) – Senior Vice President for Visayas

 • Gov. Nilo P. Demerey, Jr. (Dinagat Islands) – Senior Vice President for Mindanao

 • Gov. Henry S. Oaminal (Misamis Occidental) – Secretary-General.

This newly elected leadership team represents a broad geographic and political spectrum, ensuring inclusive representation and stronger coordination across island regions and policy priorities.

The joint reelection of Gov. Cua and Gov. Tamayo, alongside its new set of national officers, ensures that the LPP remains a stable, strategic, and unifying force among the country’s 82 provinces. With both also holding the highest positions in ULAP—Cua as President and Tamayo as Chairman—the alignment between the LPP and the broader coalition of local government leagues is expected to translate into more coherent, nationally integrated local governance reforms.

As the Marcos administration continues to push forward the Bagong Pilipinas vision, the LPP under Cua and Tamayo reaffirms its pledge to champion reforms that empower LGUs to serve as co-creators of national development—not merely as implementers of top-down mandates.
