LIBANAN RE-ELECTED AS HOUSE MINORITY BLOC LEADER

4Ps Representative Nonoy Libanan has been re-elected as House minority leader.

Libanan won a unanimous vote from the 27-member minority bloc in a caucus held shortly after Isabela Representative Faustino Dy III was elected the new Speaker. 

Dy’s election came after Leyte Representative Martin Romualdez resigned from the country’s fourth-highest elective post.

The minority group is composed of House members who did not support Dy’s election as Speaker.

Elected as 4Ps representative in 2022, Libanan went on to become the House minority leader in the 19th Congress, where he earned recognition for his principled leadership, constructive opposition, and advocacy of progressive yet balanced reforms.

He was retained in the role at the opening of the 20th Congress on July 28, 2025.

Libanan previously represented Eastern Samar’s lone congressional district for three consecutive terms.

A lawyer by profession, Libanan previously represented Eastern Samar’s lone congressional district for three consecutive terms.

He previously chaired the House committee on justice, held the post of majority leader of the bicameral Commission on Appointments, and later became Commissioner of the Bureau of Immigration under President Gloria Macapagal-Arroyo.
