NAZAL FILES BILL TO END ‘PADRINO SYSTEM’ IN GOV’T

Bagong Henerasyon Party-list Representative Robert Nazal is pushing for the “Gobyernong Walang Padrino” Bill meant to “restore faith in government and institutionalize meritocracy, transparency, and accountability in the civil service.”

Nazal said, “given the current crisis of confidence in government and bureaucracy because of corruption in infrastructure projects, our House Bill 242 is a timely solution.”

“HB 242 proposes a ban on political endorsements, the creation of an Anti-Padrino Oversight Unit within the Civil Service Commission, whistleblower protection, information disclosure, and public reporting,” the Assistant Minority Leader pointed out.

“The bill provides for ways to root out patronage from within the civil service.”

“The bill gives the Anti-Padrino Oversight Unit the authority to conduct spot audits on appointments and promotions and investigate anonymous or formal complaints of patronage. The bill provides for ways to root out patronage from within the civil service,” the legislator added.

“The bill is a modest systemic remedy to the padrino system of patronage politics that perpetuates graft and corruption.”

For her part, BH Party-list spokesperson Bernadette Herrera said the bill is a “modest systemic remedy to the padrino system of patronage politics that perpetuates graft and corruption.”

 
The bill is currently pending with the House Committee on Civil Service.

“With proper support, the combination of solutions contained in HB 242 can grow strong roots within the bureaucracy and in the process, strengthen governance,” Herrera explained.
