Energy Regulatory Commission (ERC) Chairperson and CEO Atty. Francis Saturnino Juan delivered the keynote address during the Philippine Grid Forming Workshop Series 5, organized by the Philippine Solar and Storage Energy Alliance (PSSEA), held recently at the Ascott Hotel in Bonifacio Global City.
The event brought together key stakeholders from government, industry, and the private sector to discuss the integration of Battery Energy Storage Systems (BESS) into the Philippine grid, grid stability amid rising variable renewable energy (VRE), and lessons from global markets.

In his keynote, Juan highlighted the ERC’s forthcoming Rules for Energy Storage Systems (ESS) and the newly promulgated Advanced Metering Infrastructure (AMI) Rules, describing them as “the twin pillars of the ERC’s new regulatory philosophy.”
The ERC chief emphasized that these policies aim to foster an enabling environment for clean energy technologies by providing clear market mechanisms, scheduling and dispatch rules, and pricing methodologies for storage, while ensuring consumer empowerment and data security through AMI.
He stressed that the ERC’s goal is to evolve from being a “gatekeeper” to an “innovative and facilitative regulator” — one that actively supports the country’s clean energy transition.

The workshop featured technical presentations and panel discussions led by experts from the Department of Energy (DOE), National Grid Corporation of the Philippines (NGCP), Aboitiz Power, Huawei, Wood Mackenzie, AFRY, and TÜV Rheinland. The Philippine Grid Forming Workshop Series 5 is part of PSSEA’s continuing efforts to promote collaboration in renewable energy integration, storage innovation, and policy development to strengthen the Philippine grid and advance the national renewable energy targets.
By taking part in this workshop, the ERC further refines its technical expertise and policy outlook on modern grid technologies and energy storage applications, enhancing its ability to serve stakeholders effectively. Through these efforts, the ERC remains proactive, transparent, and committed to serving stakeholders as it advances the country’s clean energy transition.
