Manila City Mayor Francisco “Isko” Moreno Domagoso announced the release of ₱317 million in year-end benefits for regular employees of the city government, saying the funds were secured through tighter expenditure controls and improved revenue performance.
Speaking at the flag-raising ceremony at the Manila City Hall, Domagoso said the allocation covers both the one-month Year-End Bonus and the ₱5,000 Cash Gift for all qualified personnel, including those assigned to legislative offices.
The mayor said he instructed OIC-City Treasurer Atty. Paul Vega to process the payout immediately.
“I ordered the City Treasurer’s Office to release this afternoon ₱317,014,291.84, or ₱317 million, worth of year-end bonuses. At hindi lang bonus ‘yung nagawan natin ng pera, kasama pa cash gift,” he told employees.
Those without active bank accounts may proceed to the Cash Division to claim their checks.
Domagoso admitted that securing the necessary funds was a challenge, saying the city’s finances were previously on “hand-to-mouth” status.
“Isang linggo na akong sinisilihan. ‘Paano ko kaya bibigyan ng bonus ‘yung mga empleyado ko?’”

Domagoso gave credit to department heads for enforcing strict spending discipline, which allowed the local government to meet its obligations to its workforce on time.
He also called on City Hall personnel to deliver patient and courteous service, noting that more residents are expected to visit offices in the coming weeks.
“Please, please, exercise great patience.”
“Ang taong-bayan na pumupunta sa City Hall, dalawang bagay lang ‘yan: magbabayad ng buwis o may kakailanganin sa opisina natin. Please, please, exercise great patience,” Domagoso appealed.
Earlier, he reminded taxpayers of the ongoing General Tax Amnesty under Ordinance No. 9118, which may be availed of until December 31, 2025.
Domagoso said the amnesty helps taxpayers clean their records and avoid enforcement issues while raising funds for city programs.
He likewise encouraged early payment of 2026 Real Property Tax, with discounts of 20% for payments made before December 10; 15% from December 11 to 29; and 10% from December 30, 2025 to January 31, 2026.
Domagoso also promoted the use of the Go Manila online platform, where residents can settle Real Property Tax, Business Tax, Business Permits, OVR fees, and other e-government services without lining up at City Hall.
