The Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) commends the unwavering commitment and solidarity demonstrated by electric cooperatives (ECs) across the country as they mobilize response teams under the NEA-PHILRECA-EC Task Force Kapatid (TFK) in coordination with the National Electrification Administration (NEA) to assist in the massive restoration and rehabilitation of distribution lines and facilities severely impacted by Super Typhoon Uwan.
Activated at the onset of the crisis, the NEA-PHILRECA-EC Task Force Kapatid serves as the coordinated and systemic inter-cooperative mutual assistance mechanism that pools manpower, logistics, materials, and technical expertise from unaffected ECs to support disaster-stricken areas.
As of 20 November 2025, Thursday, the number of TFK Contingents has risen to 326, as more ECs across the Philippines continue to join the efforts to help restore power in areas devastated by Super Typhoon. These TFK Contingents are composed of line workers, engineers, safety officers, and technical crews from various ECs across Luzon, Visayas, and Mindanao have already been deployed to reinforce local restoration efforts.
PHILRECA affirms that the restoration and rehabilitation will be fully completed by late November and early December 2025.
The TFK Contingents are deployed in the following ECs: Isabela I Electric Cooperative, Inc. (ISELCO I), Nueva Vizcaya Electric Cooperative (NUVELCO), Quirino Electric Cooperative, Inc. (QUIRELCO), Aurora Electric Cooperative, Inc. (AURELCO), Albay Electric Cooperative, Inc. (ALECO), Camarines Sur IV Electric Cooperative, Inc. (CASURECO IV), and the First Catanduanes Electric Cooperative, Inc. (CASURECO IV).
As of 10:00 AM today, the restoration and rehabilitation efforts in the household level are, as follows: NUVELCO with 57.49% (67,207 out of 116,899), QUIRELCO with 77.24% (42,477 out of 54,990), AURELCO with 81.08% (51,423 out of 64,190), ALECO with 96.14% (202,899 out of 211,040), CASURECO IV with 66.70% (65,710 out of 98,522), and FICELCO with 46.46% (28,496 out of 61,330), respectively.
PHILRECA affirms that the restoration and rehabilitation conducted by the TFK for the affected ECs, excluding FICELCO, will be fully completed and restored by late November and early December 2025. This is due to the inaccessibility of certain areas, particularly those sitios and barangays considered as Geographically Isolated and Disadvantaged Areas (GIDAs).
These are communities that are difficult to access due to distance, poor transportation, and difficult terrains, such as upland and coastal communities, unlike those of highly urbanized and centralized areas.
The Association also assures the member-consumer-owners (MCOs), Local Government Units (LGUs), and national agencies that all efforts are being undertaken to restore power as swiftly and safely as possible. The Association is closely coordinating with the NEA and the Department of Energy (DOE) to monitor progress, mobilize additional support, and ensure continuity of EC operations.
PHILRECA Executive Director and General Manager Atty. Janeene Depay-Colingan highlighted that while many areas have already regained partial or full restoration of power, the safety of the Warriors of Light remains the foremost priority.
“Our 326 Warriors of Light continue to address hazardous fallen lines, leaning poles, and inaccessible areas using safety protocols and industry standards to prevent further risks to residents and responders,” Atty Janeene Depay-Colingan stated.
Likewise, PHILRECA encourages LGUs to continue supporting clearing operations, security provisions for ground teams, and logistical assistance to ensure the uninterrupted flow of materials and personnel.
Above all, PHILRECA honors the bravery, resilience, and dedication of all linemen and EC personnel who continue to work under inclement weather, difficult terrain, and hazardous environments, risking their lives to bring light back to our communities.
