The Bureau of Customs (BOC) strengthened its initiatives to boost trade competitiveness and secure supply chain consistent with President Ferdinand Marcos Jr.’s call for a more efficient and globally aligned trade system, during the Japan International Cooperation Agency (JICA) sponsored Authorized Economic Operator (AEO) Workshop held in Manila recently.
The activity brought together key AEO officers and experts from the Customs Tariff Bureau of Japan and Thai Customs for focused discussions on program development, strategic planning, and enhanced stakeholder engagement with the objective of expanding the AEO Program to other economic operators.
Throughout the four-day workshop, Japanese experts shared insights on long-running AEO practices, program management, and the importance of Mutual Recognition Arrangements. Thai experts discussed approaches to system-based applications and strategies to encourage greater participation from the private sector. Meanwhile, Atty. Jenny Diokno, Chief of the AEO Interim Office of the BOC, shared updates on the Philippines’ AEO implementation and provided technical expertise to the discussions.
From January to November 17, 2025, a total of 10 companies were formally accredited under the AEO Program, demonstrating the BOC’s ongoing efforts to broaden the trusted trader community.
Commissioner Ariel Nepomuceno underscored the value of the initiative, stating, “The exchange of expertise equips the Bureau with practical insights that enhance our systems, encourage stronger compliance, and deepen collaboration with the trade community. International cooperation remains essential in advancing efficient, transparent, predictable and globally aligned customs services.”

Deputy Commissioner Atty. Agaton Uvero expressed appreciation to JICA and the visiting experts and noted that the workshop, conducted under the bilateral technical cooperation program with Japan, provides actionable guidance for strengthening the Bureau’s AEO initiatives in the coming years.

The BOC will continue working with international partners to expand stakeholder participation, enhance compliance, and support the President’s direction for predictable, secure, and efficient customs administration.
