The Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) has clarified that the Feed-in Tariff Allowance (FIT-All) is a mandatory and uniform charge for all on-grid electricity consumers in the Philippines.
In a statement, the association explained that the charge is established under the approved FIT rules of the Energy Regulatory Commission (ERC) and is intended to support the government’s renewable energy initiatives by ensuring guaranteed payments to qualified renewable energy developers.
PHILRECA stressed that the ERC has long designated Electric Cooperatives as official collection agents for the FIT-All, confirming that consumers correctly and legitimately see the charge on their monthly bills.
PHILRECA noted that the charge is applied uniformly across all on-grid consumers, regardless of whether they are directly connected to the National Grid Corporation of the Philippines (NGCP) transmission grid or receive power through Distribution Utilities (DUs) and Electric Cooperatives (ECs).
Specifically, NGCP collects the FIT-All only from bulk users or large industrial customers directly connected to the transmission grid. Electric Cooperatives (ECs), likewise, are authorized and required to collect the FIT-All from their captive residential, commercial, and industrial consumers, which is reflected as a separate line item on the electricity bill.
All funds collected by both NGCP and ECs are remitted directly to the FIT-All Fund, which is administered by the National Transmission Corporation (TRANSCO).
PHILRECA stressed that the ERC has long designated Electric Cooperatives as official collection agents for the FIT-All, confirming that consumers correctly and legitimately see the charge on their monthly bills. They stressed that the FIT-All is a nationally mandated regulatory charge applicable across the entire on-grid power sector, and is not an EC-imposed charge.
PHILRECA encouraged the public to rely on official issuances, ERC resolutions, and recognized regulatory frameworks when discussing electricity charges. The association committed to ensuring transparent, accurate, and accessible information for all member-consumer-owners (MCOs) and plans to intensify its information campaigns—including advisories, media releases, and public events—to strengthen consumer awareness and understanding of mandatory charges like FIT-All, system loss caps, and subsidies.
