NCAP WEB PORTAL NOW HAS GCASH FOR FINE PAYMENTS

The Metropolitan Manila Development Authority (MMDA)’s No Contact Apprehension Policy (NCAP) web portal gets new features for the convenience of vehicle owners checking on their violation records, in line with President Ferdinand Marcos Jr.’s directive to further improve public service through digital innovation.

Promoting accessibility, proof of violation can now be viewed through the May Huli Ka website (mayhulika.mmda.gov.ph). Motorists will enter their plate and MV File number and view the evidence if their vehicle is tagged with a violation.

Multiple vehicles can now be registered under a single account. The vehicle portal is ideal for transport network vehicle service (TNVS) operators, ride-hailing fleet managers, logistics companies, and commercial vehicle operators. All violations among the fleet can easily be tracked and reviewed.

Contesting a violation ticket can be easily done now through the E-Contest feature of the May Huli Ka website. Once the account created is verified, motorists can create a ticket, input necessary details and upload required documents. There will be an email notification once an officer from the MMDA Traffic Adjudication Division (TAD) responds.

The traffic chief added that the MMDA is working on innovating and programming AI cameras and will soon include overspeeding in the violations being captured. To date, the agency is using speed guns to determine the speed of vehicles traversing in roads under its jurisdiction.

Further, the MMDA has signed a memorandum of agreement with G-Xchange Inc. or GCash as motorists can now pay their traffic and littering fines through GCash Pay Bill. Every transaction comes with a P7 convenience fee and shall be reflected the next business day.

GCash for Business Head Edgardo Layug said the partnership is in line with their mission to provide easier and more accessible payment channels to Filipinos.

Atty. Jauro Castro of Angkas emphasized the importance of NCAP in their industry as he welcomes the policy’s developments and innovations.

Atty. Gio Tingson of Grab acknowledged the extensive consultation conducted by the MMDA among ride-hailing firms and that all of the suggestions were taken into consideration.

“The MMDA’s NCAP implementation is focused on the driver partners and that the agency is keenly listening to the concerns, promoting safety of the drivers and their passengers alike,” Tingson said.

He likewise reminded vehicle owners to ensure that vehicle ownership records are up to date and that transfer of ownership should be processed immediately.

Tingson also noted that MayHuliKa violation only shows violations under the MMDA NCAP and that for other types of apprehensions, they must check on the Land Transportation Office, MMDA Head Office, and local government units.

As of November 30, the agency has registered 252,315 violations; 119,345 of which are validated. Currently, the MMDA has 186 AI cameras, 348 CCTV cameras, and 100 body-worn cameras in action.

Last June and July, the MMDA launched the May Huli Ka Portal and real-time text and email notification, respectively.
