Manila City Mayor Francisco “Isko” Moreno Domagoso announced the release of ₱66,821,000 in clothing allowances for over 9,000 personnel of the city government.
Domagoso also assured Job Order (JO) and Contract of Service (COS) personnel under the Manila Health Department and city-run hospitals that their delayed January salaries would be paid within the week.
Addressing employees during the flag-raising ceremony at Manila City Hall, the mayor said 8,543 regular personnel will receive ₱7,000 each in cash for their 2026 clothing allowance.
“Imbes na ibili ko kayo ng bagong uniporme, pinabuti ng inyong lingkod na ibigay na lang sa inyo nang cash ‘yung P7,000,” he said.
Domagoso also disclosed that 1,063 employees who did not receive their clothing allowances from 2021 to 2025 would now be paid. He said that 10 employees missed the benefit in 2021; 62 in 2022; 131 in 2023; 181 in 2024; and 679 in 2025.

Domagoso explained the remaining clothing allowance payrolls would be released from February 24 to 27. He stressed that he opted for cash distribution to give employees flexibility in addressing household needs.

Aside from regular employees, he addressed concerns raised by JO and COS workers under the Manila Health Department and all city hospitals regarding delayed January 1–31, 2026 payrolls.
Domagoso clarified that the delay stemmed from a change in salary charging from the General Fund to the Special Health Fund.
“We changed the charging. ‘Yung charging of salary from General Fund, inilipat natin sa Trust Fund ng health fund natin,” he said.
“Rest assured, this week may sweldo na kayo. Nagkadelay-delay sila dahil lang sa papeles at charging. ‘Yun lang ‘yun, nothing more, nothing less,” Domagoso said.
The payroll coverage includes personnel from the Manila Health Department; Gat Andres Bonifacio Memorial Medical Center; Ospital ng Tondo; Justice Jose Abad Santos General Hospital; Ospital ng Sampaloc; Sta. Ana Hospital; Ospital ng Maynila Medical Center; and President Corazon C. Aquino General Hospital.
He said the administration’s fiscal maneuvering since January aims to ensure stability in employee compensation while maintaining compliance with legal and accounting requirements.
“I’ve been telling you na the fiscal maneuvering of the city administration is trying to find legal, proper, and available funds para magkaroon ng kapanatagan ang mga empleyado natin,” Domagoso stressed.
“Hindi po perpekto ang inyong lingkod. Hindi po perpekto ang gobyerno ng Maynila. Ngunit pipilitin ko laging maging mahinahon, masinop, at episyente na makapaglingkod sa ating kapwa,” he concluded.
