BULACAN GOV’T LAUNCHES ULIRAN FAMILY MOVEMENT 

As Bulacan experiences rapid industrial and economic growth alongside rising youth-related concerns such as early pregnancy, substance abuse, HIV/AIDS, and Children in Conflict with the Law (CICL), the Provincial Government of Bulacan, through the recommendation of the Panlalawigang Komisyon para sa Kababaihan ng Bulacan (PKKB), is intensifying its efforts through the Understanding and Loving Interactions are Rewarding and Nurturing (ULIRAN) Family Movement for PGB employees and parents of PGB scholars that was launched during the First Monday Flag Ceremony at the Bulacan Capitol Gymnasium.

This program is designed to promote responsible parenthood, strengthen family relationships, and equip parents and young people with the values and life skills needed to build responsible and resilient communities, highlighting the urgent need to reinforce families as the foundation of society.

Participants will undergo a structured and comprehensive training program.

Upon the program’s approval to the Sangguniang Panlalawigan this year, its full implementation will fully follow and participants will undergo a structured and comprehensive training program that will begin with a one-day Family Forum and Orientation followed by three levels of Training of Trainers focused on relational, adolescent, and community development. 

The modules will also cover key topics such as strengthening parent-children relationships, effective communication, self-esteem and discipline, adolescent sexual and reproductive health, protection from risks, life skills and planning, responsible fatherhood, couple relationships, gender awareness, and the role of families in community building.

In her message, PKKB Chairperson Dr. Eva Fajardo underscored that launching the ULIRAN Family Movement is a crucial step toward addressing the growing challenges faced by the youth and community.

“Ilulunsad po natin ang ULIRAN Family Movement upang patatagin ang pamilya ng bawat isa at ibalik ang boses ng mga magulang at anak sa loob ng tahanan.”

Meanwhile, Governor Daniel Fernando calls on public and private sectors, civic organizations, faith-based groups, and community leaders to work together in building resilient families for a stronger and more progressive Bulacan.

“Palagi pong naka suporta ang Provincial Government sa mga programang magpapalakas ng bawat pamilya at matutulungan ang mga magulang at kabataan na maging responsable at maayos ang ugnayan sa pamilya para sa matibay na pundasyon ng bawat komunidad,” Fernando said.

“Handa po ang Bulacan sa tuluy-tuloy na pag-unlad,” the governor concluded.
