The Energy Regulatory Commission (ERC) commenced evidentiary hearings at its main office in Pasig City for ERC Case No. 2026-016 RC, presided over by ERC Chairperson and CEO Atty. Francis Saturnino Juan.
The case involves the application of the Manila Electric Company (Meralco) for the approval of its Annual Revenue Requirement (ARR), Performance Incentive Scheme (PIS), and Maximum Average Price (MAP) for the First Regulatory Period.
This includes the translation of the approved Maximum Average Price into distribution rates for various customer classes, in accordance with the Rationalized Rules for Setting Distribution Wheeling Rates (RRDWR).
During the hearing, Meralco presented its evidence and key justifications for its proposed rates, while stakeholders and intervenors actively participated by raising concerns, seeking clarifications, and helping ensure that all costs passed on to consumers are reasonable and justified.
The outcome of this case is significant for consumers, as it will directly influence the distribution charges reflected in their electricity bills in the upcoming regulatory period.

Through this process, the ERC carefully evaluates whether the proposed rates are fair, efficient, and aligned with actual investments and service performance. This helps ensure that consumers are not overcharged while also requiring utilities to improve reliability and service quality.
The ERC emphasized that these evidentiary hearings are critical safeguards that promote transparency, accountability, and consumer protection.
These proceedings allow consumer groups and other stakeholders to scrutinize the application, ensuring that only prudent and necessary costs are approved.
