ERC SETS OFF-GRID SOLAR POWER HOME USE RULES

The Energy Regulatory Commission (ERC), led by Chairperson and CEO Atty. Francis Saturnino Juan, together with Commissioners Floresinda Baldo-Digal, Marko Romeo Fuentes, Amante Liberato, and Paris Real, discussed the Proposed Rules Governing the Setting of Regulated Photovoltaic Mainstream (PVM) Tariff for the Provision of Electricity Service in Missionary Areas during its 31st Open Commission Meeting (OCM 31-2026) at the ERC Main Office.

The meeting was streamed live to uphold greater transparency and public participation.

As presented by the Regulatory Operations Service – C, the proposed NPC PVM framework builds on ERC Resolution No. 17, Series of 2017, and expands the implementation of Solar Home Systems (SHS) through the National Power Corporation – Small Power Utilities Group (NPC-SPUG).

It includes a 50-watt peak solar panel, battery with charge controller, LED bulbs, torch lamp, and radio.

Through this program, 5,401 households are expected to benefit from the program of the Department of Energy (DOE), in coordination with the National Electrification Administration (NEA), electric cooperatives (ECs), and local government units (LGUs).

Stakeholders are encouraged to monitor official ERC announcements for the schedule of public consultations on the proposed rules.

Through this initiative, the ERC continues to advance efforts to expand access to safe, reliable, and sustainable electricity services in off-grid and underserved communities nationwide.
