The Province of Biliran rolled out the Fertilizer for Rice Exchange Program (FREP), a pioneering “Barter System” built to uplift every Biliranon farmer.
Under FREP, farmers can exchange 1 sack of rice (50kg) for 2 sacks of inorganic fertilizer (50kg each).
This direct swap removes cash barriers and puts vital farm inputs straight into the hands of those who feed our province.
“Serbisyong Biliranon means real solutions, not promises,” Governor Rogelio Espina said.
“When farmers thrive, Biliran thrives.”
“When farmers thrive, Biliran thrives,” Espina stressed.
According to the provincial government, FREP matters because: one, it lashes input costs and keeps more earnings at home; second, it is a fast and simple exchange process with no red tape; third, it boosts soil health for bigger, better harvests; and fifth, higher yields mean higher income for farming families.
“FREP is more than a program. It’s a partnership.”
“FREP is more than a program. It’s a partnership with every mag-uuma. Let’s grow together,” the governor added.
According to him, the Office of the Provincial Agricultural Services will be giving the distribution schedules and registration details.
