QC GOV’T BOOSTS DISASTER RESPONSE WITH LYFSAVER

Quezon City is harnessing citizen participation and artificial intelligence to strengthen preparedness and response to monsoon rains, typhoons, flooding, and other disasters.

The City Government and LyfSaver, a community-powered and AI-assisted disaster information platform, are connecting citizen-generated reports with existing response systems, including Helpline 122 and iReport.

The partnership was highlighted today during the “QC, Laging Ready: Quezon City LyfSaver Roadshow” at Quezon City Hall, led by Mayor Joy Belmonte and LyfSaver convenors Dingdong Dantes of YesPinoy Foundation, Atom Araullo of Fyt Media, and Voltaire Tupaz of Lyf Solutions.

“Building a disaster-ready Quezon City is not the responsibility of the government alone. Every QCitizen can help make our communities safer by sharing timely and reliable information and knowing how to act on it,” Belmonte said.

“By connecting community participation with technology and systems such as Helpline 122, iReport, and LyfSaver, we can strengthen how the city prepares for and responds to emergencies.”

“By connecting community participation with technology and systems such as Helpline 122, iReport, and LyfSaver, we can strengthen how the city prepares for and responds to emergencies,” the lady mayor added.

LyfSaver follows the model of crowdsource, verify, and mobilize. Launched in 2024, the platform now uses AI-assisted verification and data aggregation while keeping human judgment at the center of the process.

“Technology can help us process more information faster, but trust is not something AI can automate,” Tupaz said. “LyfSaver combines community reports, AI assistance, and human verification so useful information from the ground can reach barangays and responders when it matters most.”

The platform was tested during severe flooding in North Fairview in July 2025, when community reports helped connect responders with trapped residents. The experience was later documented in Buhay LyfSaver, demonstrating how trusted local information can lead to concrete action.

During the roadshow, participants undergo hands-on exercises on the information-to-action cycle: reporting incidents, verifying and escalating information, and connecting reports to barangay and city response workflows.

Dantes said LyfSaver can help turn Filipinos’ willingness to help during disasters into organized community action.

“With LyfSaver, every citizen can contribute—by reporting what is happening, sharing verified information, or volunteering where help is needed.”

“We have never lacked Filipinos who are willing to help. The challenge is how we connect that willingness to reliable information and concrete opportunities to act,” he said. “With LyfSaver, every citizen can contribute—by reporting what is happening, sharing verified information, or volunteering where help is needed.”

LyfSaver is designed to complement, not replace, Quezon City’s existing systems. Its citizen-generated and AI-assisted information can provide an additional layer of community intelligence for barangays, the QCDRRMO, Helpline 122, iReport, and other city offices.

The initiative supports Quezon City’s vision of a smart and resilient city where citizens report what is happening, technology helps organize and verify information, and the government turns trusted information into timely action.

The roadshow culminates in a Pledge of Commitment among Quezon City and LyfSaver partners to strengthen cooperation toward safer, better-prepared, and more resilient communities.
