Under the Marcos Administration’s “Bawat Barangay Makikinabang” initiative, Executive Secretary Ralph Recto spearheaded the distribution of direct financial checks to 770 barangays across Cavite’s 22 cities and municipalities through their local leaders as part of the government’s commitment to grassroots empowerment.
The high-impact financial rollout converts national resources into immediate local action, providing structured funding directly to barangay leadership to secure student completion, upgrade public safety and build essential community infrastructure without administrative delays.
Joining Recto during the ceremonial distribution were key provincial and congressional leaders of Cavite, including Governor Abeng Remulla, Vice Governor Ram Revilla, 1st District Representative Ramon Revilla III, 2nd District Representative Lani Mercado-Revilla, 5th District Representative Roy Loyola, 7th District Representative Crispin Diego Remulla and Agimat Partylist Representative Bryan Revilla.
Also present to receive and support the provincial rollout were municipal and city mayors from across Cavite, including Carmona Mayor Dahlia Loyola, as well as Barangay Captains and Liga ng mga Barangay President Rafael Paterno III of Bacoor City.
Driven by President Ferdinand Marcos Jr.’s Bagong Pilipinas mandate, the initiative ensures that countryside communities and particularly graduating student scholars receive direct, tangible support from national growth.
Addressing hundreds of barangay captains and officials, Recto emphasized that investment in youth education and community safety forms the backbone of national progress.
“Ang gusto niya: bawat barangay, may college graduates.”
“Naniniwala po ang Pangulo na edukasyon ang pinaka susi para makaahon sa kahirapan ang isang pamilya, gayundin ang isang bansa. Kaya ang gusto niya: bawat barangay, may college graduates,” he said.
Recto challenged local leaders to manage the allocations with absolute transparency and accountability, noting that assisting fourth-year college students finish their studies provides immediate, life-changing relief to families across the province.
Local chief executives and barangay chairs across Cavite welcomed the direct capital injection, noting that combining student graduation support with local public safety funding addresses two of the most urgent demands of their constituents.
Under the program’s core fund allocation framework, each barangay receives a total of P200,000 divided between education and local development. A P100,000 fund is dedicated to educational support through the Bagong Pilipinas Barangay Scholars Program which grants P20,000 each to five deserving incoming fourth-year college students per barangay to ensure they complete their degrees despite financial hardships.
Another P100,000 is allocated for community development and public safety priorities, such as installing solar streetlights, purchasing patrol and emergency equipment, upgrading disaster preparedness gear, and enhancing local public service delivery. The overarching objective of the initiative is grassroots empowerment, equipping village leaders with direct national government resources to swiftly address pressing community needs and cushion families from broader economic challenges.
“Direkta pong ipinagkatiwala sa inyo ng Pangulo ang pondong ito, dahil kayo ang araw-araw na nasa ground,” Recto explained.
