The Department of Education (DepEd) and the Southeast Asian Ministers of Education Organization Regional Centre for Educational Innovation and Technology (SEAMEO INNOTECH) have introduced a new learning toolkit to promote early career exploration among children in Kindergarten through Grade 3.
The turnover of the Career Development for Children (CD4C) toolkit marks a major shift toward early-grade career awareness in the basic education system.
Jointly developed by DepEd’s Bureau of Learner Support Services–Youth Formation Division, Bureau of Curriculum Development, and INNOTECH, the initiative integrates career guidance traditionally reserved for high school into early primary level classrooms through the Homeroom Guidance Program.
The CD4C project follows an extensive research and development process. Initial insights were drawn from a national survey of 4,007 guidance implementers across 17 regions, which highlighted a critical need for structured activities and learning tools in the early grades.
“Kapag pinag-uusapan natin ang job readiness at career guidance, madalas nating naiisip ang mga mag-aaral sa Senior High School na naghahanda para sa kolehiyo o sa pagtatrabaho. Subalit ang pag-uusisa at ambisyon ng isang bata ay hindi nagsisimula sa high school; nagsisimula ito sa unang araw pa lamang ng kanyang paghakbang sa silid-aralan,” Education Secretary Sonny Angara said.
“Sa pamamagitan ng pagpapakilala ng career exploration mula Kindergarten hanggang Grade 3, binubuksan natin ang mga pintuan nang maaga upang tulungan ang ating mga batang mag-aaral na maisip ang kanilang magiging hinaharap at maiugnay ang kanilang edukasyon sa mga totoong pagkakataon sa buhay,” Angara added.
Angara emphasized that early career exploration serves as an equalizer across diverse learning environments nationwide.
“Bawat batang Pilipino, nag-aaral man sa malaking lungsod o sa malayong lalawigan, ay may karapatang mangarap nang mataas at magkaroon ng sapat na kakayahan upang maabot ang mga pangarap na iyon,” Angara said.
“Ang toolkit na ito ay nagbibigay sa ating mga guro at guidance implementers ng maayos at angkop na mga gabay upang linangin ang tiwala sa sarili at ang mahahalagang kasanayan sa buhay ng ating mga mag-aaral mula pa sa kanilang pagkabata.”

The project produced a four-volume toolkit that includes career-focused lessons, school-wide career days, physical learning tools, teacher guides, and video materials. Prototype testing was conducted from February to March 2026 at the Ninoy Aquino Elementary School in Malabon City for the urban context and Virgilio B. Melendres Memorial Elementary School in Pililla, Rizal for the rural setting.
SEAMEO INNOTECH Centre Director Dr. Majah-Leah V. Ravago emphasized that career development is a lifelong learning process that starts by nurturing early childhood curiosity.
With the official turnover complete, DepEd will now manage the nationwide rollout of the CD4C resources in public elementary schools.
