Bolstering its institutional push for transparency and public accountability, the Senate formally launched Senate TV, establishing a direct and unfiltered window into the nation’s lawmaking halls.
Broadcasting via Intercontinental Broadcasting Corporation (IBC) Digital TV Channel 13.3, the new channel adopts a C-SPAN-style framework to deliver gavel-to-gavel coverage of Senate plenary sessions, committee hearings, and official proceedings without editorial filtering.
Senate President Win Gatchalian underscored that the initiative provides critical clarity during a time of heightened public demand for complete and accurate information.
“That is one of the steps and directions of Senate TV, to really give our constituents the full view of the operations of the Senate so they can truly appreciate what we do.”

Senate President Pro Tempore Vicente Sotto III emphasized that the platform fulfills the public’s constitutional right to information.
“The Constitution states that the people have a right to information on matters of public concern. It also mandates that the State shall adopt a policy of full public disclosure,” Sotto noted.
Senate Secretary Atty. Renato Bantug Jr. added that the channel is designed to broaden public education and civic participation.
“Senate TV is committed to informing, educating, and engaging the public through accurate, balanced, and accessible coverage of plenary sessions, committee hearings, legislative debates, and other official proceedings.”

Expressing the network’s dedication to public service, IBC 13 President and CEO Jimmie Policarpio Jr. welcomed the collaborative milestone.
“On behalf of the Intercontinental Broadcasting Corporation, our Channel 13, it is my privilege to take part in the Senate’s most significant effort yet to uplift the Filipino people: the launch of Senate TV on digital channel 13.3,” Policarpio said.
The launch was led by Gatchalian alongside Sotto, Bantug, and Policarpio.
Operating under IBC-13’s newly renewed legislative franchise, Senate TV joins Congress TV to complete a comprehensive bicameral public affairs broadcasting network.
