Senate Minority Leader Alan Peter Cayetano said the government’s K-12 education program is a clear example of what happens when good ideas lose focus and fail to meet their goals.
In the latest episode of his vlog “CIA 365 with Kuya Alan,” Cayetano said K-12 started with the right vision but was not backed with enough funding and proper implementation.
“Maganda ang intensyon, maganda ang K-12. Pero ang problema, hindi pinondohan nang husto ng gobyerno,” the veteran legislator said.
The seasoned lawmaker recalled that he was among those who opposed the K-12 program when it was first proposed, citing the government’s lack of capacity to fund it properly.
“Now na may flood control scandal, we can see nariyan ang pera, ang problema napupunta sa corruption.”

Cayetano pointed out that the government’s failure to support the reform has forced many schools to operate in shifts, reducing the quality of learning.
“Sa highly urbanized cities, more than 2,000 schools na ang two shifts. K-12 ka nga, half day ka naman,” he said.
Cayetano added that even the best education reforms can fail if leaders lose sight of their real purpose.
“Ang ganda ng objective, pero hindi maka-focus. Walang masamang proposal sa education, pero kung hindi fully funded, hindi maaabot ang target,” he said.
Cayetano urged agencies to refocus on results, ensure proper funding, and align education reforms with their original goals.
He also stressed that fighting corruption must go beyond policies and should start with personal values.
“Kailangan maging core value natin ang integrity at honesty.”
