In a significant move toward strengthening Bacolod City’s emergency response infrastructure, the City Government and Rockwell Land Corporation held a groundbreaking, site blessing, and Deed of Donation signing ceremony for the future site of Police Station 3 and other vital emergency facilities in the Rockwell development.
The 2,130-square-meter property, donated by Rockwell Land Corporation—will house a Fire Substation, a Backup Police Station (Bac-up Station), and a Disaster Risk Reduction and Management (DRRM) Command Center.
These facilities are set to enhance public safety and disaster preparedness in the area.
The project is a product of public-private collaboration, with the Bac-up Station receiving a ₱10 million allocation from the city government and an additional ₱10 million budget provided by Rockwell Land Corporation to the City of Bacolod.
Bacolod City Mayor Albee Benitez and Rockwell Land Corporation CEO Nestor Padilla led the ceremonial events, including the laying of a time capsule and the formal signing of the Deed of Donation.

Also delivering messages during the program were Department of Public Works and Highways (DPWH) Officer-in-Charge District Engineer Leah Jamero, Bacolod City Police Office Director PCol Joeresty Coronica, and Bacolod Lone District Representative Congressman Greg Gasataya.
Padilla reaffirmed the corporation’s dedication to supporting the communities in which they build.
The event was attended by key city officials, including Councilors Em Ang and Danda Barzo, Special Assistant to the Mayor Engr. Mae Cuaycong, DRRMO Head Dr. Anna Pornan, barangay leaders, and representatives from the Bureau of Fire Protection (BFP).
“This initiative represents a milestone in the city’s ongoing efforts to modernize its emergency services and build resilient infrastructure in collaboration with the private sector,” the Bacolod City Information Office noted.
