CRIME INCIDENTS IN MANILA DROP 13% IN Q4 2025

Crime incidents in Manila declined by 13.08% in the fourth quarter of 2025, with both index and non-index crimes registering decreases, based on crime data reported by the Manila Police District to Mayor Francisco “Isko” Moreno Domagoso during the district’s first Command Conference for 2026.

Peace and Order data presented by MPD chief Police Brigadier General Arnold Abad at the conference showed total incidents dropping from 2,110 in the third quarter to 1,834 in the fourth quarter of 2025, or 276 fewer cases.

Index crimes declined from 291 to 239, while non-index crimes fell from 1,819 to 1,595 over the same period, according to the figures.

Domagoso said the decline reflected sustained enforcement and a policy of ensuring accountability for criminal acts in the city.

“To the criminals, now you know, it’s not worth it to do crimes against property and persons in the City of Manila while we are around,” he added.

Domagoso said the focus of law enforcement remains justice for victims.

“Hahabulin natin sila kahit saan sila magtago at kahit gaano pa katagal. I really don’t care. Basta we bring justice to the victim. ’Yun naman ang common. I think that’s also your orientation,” he stressed.

Domagoso also praised police discipline during operations and emphasized restraint and adherence to due process.

“Ang gustong-gusto ko dun sa ano, ’yung restraint. Nawawala ’yung gigil, naka-focus. Gawin lang ’yung trabaho. O kung nawala na ’yung birthday ng suspect, so be it. Pero hangga’t maaari, eh talagang kukunin natin sila ng buhay at ipadala sila sa husgado, at hayaan natin ang husgado ang magpasya kung sila ay may sala o wala,” he said.

Domagoso noted that the presence of police officers on the streets, particularly during late-night and early-morning hours, has been noticed by the public.

“Napapansin tuloy ng taong bayan na kahit madaling araw, ang lespu natin nasa kalsada.”

Domagoso also reminded officers of the risks inherent in police work.

“Ang sabi ng mga matatandang pulis dito nung araw, ano eh: ang pulis daw, paglabas, ’yung unang apak ng paa sa labas ng pintuan ng bahay niya, ’yung kalahati nun nasa hukay na. Ganun kadelikado ang trabaho ng pulis,” he said.

Domagoso thanked the MPD chief and the district’s personnel for their performance.

“I’m happy and I’m proud of each and every one of you,” he said, urging officers to remain focused and sustain the gains in crime reduction as Manila enters 2026.
