DEPED, LGUS SIGN MOA TO BUILD MORE CLASSROOMS

President Ferdinand Marcos Jr. led the Constructing Our Future: Memorandum of Agreement (MOA) Signing between the Department of Education (DepEd) and Provinces for a Nationwide Classroom Building at the Heroes Hall in Malacañan Palace recently.

During the ceremony, Marcos was presented with the signed agreement, marking a coordinated national and local effort to strengthen public education infrastructure.

“By giving LGUs greater role in the implementation, we streamline the process, we reduce delays, and we move faster in building schools that our children need.”

“By giving LGUs greater role in the implementation, we streamline the process, we reduce delays, and we move faster in building schools that our children need,” Marcos said.

The MOA formalizes a nationwide partnership to accelerate classroom construction and address the country’s ongoing shortage of classrooms.

Under the agreement, local government units (LGUs) will carry out the construction, rehabilitation and improvement of classrooms within their jurisdictions, including procurement and on-site implementation, in accordance with national standards.

DepEd will identify priority schools, issue standard classroom designs and technical specifications, and oversee the process through plan review, validation of completed works, and compliance checks on safety, accessibility and quality standards.

“Today, these signatures mark the end of working in silos. They mark the beginning of shared responsibility,” Education Secretary Sonny Angara.

Both DepEd and LGUs will share responsibilities for funding, monitoring and long-term maintenance, supported by regular financial and physical accomplishment reports, key performance indicators and public disclosure measures to ensure transparency, accountability and timely project completion.

“Wala nang edukasyong mapuputol dahil sa kakulangan ng ugnayan.”

“Ang kasunduang ito ang malinaw naming pangako na wala nang classroom na maaantala dahil sa pag-aalinlangan, at wala nang edukasyong mapuputol dahil sa kakulangan ng ugnayan,” Angara added.

The partnership complemented existing national school building programs by aligning national standards with local implementation capacity, enabling faster project delivery.

The agreement highlighted the Administration’s commitment to expanding access to safe, resilient and high-quality learning environments for Filipino learners nationwide.
