DIZON DISMISSES DPWH BULACAN OFFICIALS

Department of Public Works and Highways (DPWH) Secretary Vince Dizon has dismissed officials involved in anomalous flood control projects in the province of Bulacan.

This was done as a swift response to the President’s directive to “clean up” the agency after a series of issues it faced regarding “ghost and substandard projects.”

Dizon has sacked suspended DPWH former Bulacan 1st District Engineer Henry Alcantara after conducting an inspection in one of the “ghost project” in Barangay Sipat, Plaridel, Bulacan.

The said project was declared finished and completed in June 2025 by DPWH Bulacan 1st District Engineering Office.

“Itong mga hayop na ito makukulong.”

Upon inspection, the public works chief discovered that the P66-million flood control project of Wawao Builders in the Angat River had just started construction three weeks ago.

“Mga hayop ang gumawa nito, hindi sila tao, para gawin nila ito sa mga kababayan natin. And believe me, itong mga hayop na ito makukulong,” the public works head said.

Dizon assured that Wawao Builders, as well as other contractors such as Syms Construction Trading, which were previously found to be involved in “ghost projects,” will be subject to perpetual or lifetime blacklisting.

He added that suspended Assistant District Engineer Brice Ericson Hernandez and  Engr. Jaypee Mendoza, the former chief of the Construction Section of DPWH Bulacan 1st District Engineering Office, will also be dismissed.

Dizon also said this is just the beginning of a massive cleansing of the agency and the perpetual disqualification of contractors involved in the anomaly.

“The President has repeatedly said – and this was his clear marching orders to me – that we must not allow this to happen anymore, and to hold people who have done this to account,” he concluded.
