ERC HOSTS ASEAN POWER GRID CONSULTATIVE MEET

The Energy Regulatory Commission (ERC), led by Chairperson and CEO Atty. Francis Saturnino Juan, hosted the ASEAN Power Grid Consultative Committee (APGCC) for a Capacity Building and Training Session on Power Market at the ERC Main Office recently.

The activity forms part of continued regional collaboration to strengthen regulatory frameworks and deepen technical understanding of power market operations across ASEAN member-states.

Participants included representatives from the Department of Energy (DOE), the Energy Market Authority of Singapore, the Ministry of Energy Transition of Malaysia, and the ASEAN Centre for Energy in Indonesia.

In his opening remarks, the ERC chief highlighted the importance of harmonizing market rules and regulatory approaches to support the long-term vision of an integrated ASEAN Power Grid.

The exchange visit featured presentations from the ERC’s Legal Service (LS), Market Operations Service (MOS), and Regulatory Operations Service (ROS), covering key topics such as the legal framework under the Electric Power Industry Reform Act (EPIRA), regulatory structures enabling the Wholesale Electricity Spot Market (WESM) and APG-like markets, licensing processes, and tariff-setting methodologies.

An open forum followed, allowing ASEAN delegates and ERC technical units to exchange insights and best practices on market governance and cross-border power trading.

To conclude the program, Juan and Commissioner Floresinda Baldo-Digal led the presentation of tokens to the delegates, with a photo opportunity held to commemorate the event.
