ERC, PAGASA PARTNER FOR DATA EXCHANGE FRAMEWORK

The Energy Regulatory Commission (ERC) and the Department of Science and Technology – Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA) signed a Memorandum of Understanding (MOU) establishing a collaborative framework for translating climate and weather forecasts into sector-specific applications for the energy industry, marking a significant step forward in strengthening the link between science, regulation, and public service.

The MOU outlines key areas of cooperation, including the establishment of a data exchange framework, enabling the ERC to utilize climate and weather forecast data in assessing whether to suspend or resume operations of the Wholesale Electricity Spot Market (WESM).

The ERC’s participation in the data-sharing initiative will also support the development of DOST-PAGASA’s Subseasonal-to-Seasonal (S2S) Climate Prediction Application, which is designed to assist governing agencies in preparing for extreme weather events, strengthening risk management, and implementing anticipatory measures more effectively.

DOST-PAGASA Administrator Dr. Nathaniel Servando reaffirmed the agency’s strong commitment to supporting the ERC in promoting proactive and evidence-based regulation.

In his closing message, ERC Chairperson and CEO Atty. Francis Saturnino Juan emphasized the importance of sustained inter-agency collaboration in building a climate-resilient and consumer-centered energy sector.

“This whole-of-government approach reflects our shared responsibility to ensure that public institutions work together in addressing the challenges posed by climate variability and change,” Juan concluded.
