ERC PARTNERS WITH UK FOR CLEAN ENERGY TRANSITION

Energy Regulatory Commission (ERC) Chairperson and CEO Atty. Francis Saturnino Juan vowed to be an “active enabler of progress” following the launch of the UK Partnering for Accelerated Climate Transitions (UK PACT) at The Peninsula Manila.

The UK PACT is a capacity-building program governed and funded by the United Kingdom’s Foreign, Commonwealth and Development Office and the Department for Energy Security and Net Zero.

In his keynote speech, Juan said: “We are here to launch a new reality for the Philippines: a tangible, operational net-zero future.”

The ERC chief also lauded the United Kingdom as a valuable partner in advancing the Philippines’ clean energy transition and recognized its global leadership in offshore wind development.

“You proved it could work at scale. You drove down costs by over 60%.”

“We are not just partnering with a funder—we are partnering with the global pioneer of offshore wind. The UK created the blueprint. You proved it could work at scale. You drove down costs by over 60%. You have the scars, the lessons, and the success,” Chairperson Juan continued.

The event also featured the launch of tools that Juan said are exactly what the country needs. These include an Offshore Wind Pricing Model, a System Cost Simulation Tool, and Marine Spatial Planning Tool.

The UK PACT initiative reflects the UK’s commitment to global climate action and its support for partner countries through expertise, financing, and advocacy.

The event likewise provided a platform to strengthen collaboration, exchange technical knowledge, and reinforce efforts toward a sustainable, low-carbon future for the Philippines.

He called for a whole-of-government approach to achieving energy security and reaffirmed the Commission’s readiness.

“The New ERC is ready.”

“The New ERC is ready. We are streamlined, united, and eager to facilitate the country’s accelerated climate transition,” Juan concluded.
