HOUSE PANEL LOOKS INTO PERMANENT ICI CREATION

The House Committee on Government Reorganization convened recently to be briefed on measures proposing the creation of a commission to probe anomalies in government infrastructure projects.

Committee Chairman and Bulacan 6th District Representative Salvador Pleyto Sr. emphasized that the technical briefing was crucial as the panel prepares for the Regular Meetings scheduled for November 11 and 13, “where we will delve deeper into the advantages of these two bills”.

The two measures include House Bill No. 5699 or An Act Creating the Independent Commission Against Infrastructure CORRUPTION (ICIAC), authored by Navotas Lone District Representative Toby Tiangco.

Also to be tracked by the Committee is HB 4453 or An Act Establishing an Independent Commission to Investigate the Misappropriation of Funds for Flood Control and Other Infrastructure Projects, Endowing It with Extensive Investigative and Subpoena Powers, Providing for a Secretariat, and for Other Purposes, authored by Representatives Leila De Lima, Adrian Michael Amatong, Kaka Bag-Ao, Percival Cendana, Chel Diokno, Edgar Erice, Jaime Fresnedi, Dadah Kiram Ismula, Krisel Lagman, Paolo Henry Marcoleta, Elijah San Fernando, and Alfonso Umali, Jr.

According to Pleyto, the briefing “is only the beginning of our legislative journey”.

“The gravity of establishing a body like the Independent Commission Against Infrastructure Corruption cannot be overstated, and the work done today ensures we proceed with a clear understanding of all facets involved,” the legislator stressed.

Resource persons from the Independent Commission on Infrastructure, the Office of the Ombudsman, the Commission on Audit, the Department of Justice, the Department of Interior and Local Government, and the Department of Budget and Management attended the technical briefing.
