Speaker Faustino “Bojie” Dy III cited the strong legislative output of the House of Representatives, reporting that 17 of 52 priority measures identified by the Legislative-Executive Development Advisory Council (LEDAC) have been passed amid mounting economic and global challenges.
Delivering his closing speech before Congress adjourned for its Holy Week break, Dy credited the collective effort of House members—led by the chamber’s leadership and Majority Leader Sandro Marcos—for sustaining legislative momentum.
“All in all, through the hard work of the members of this chamber—the House leadership, lalong-lalo na kay Majority Leader Sandro Marcos, the officials, and the employees—we have passed 17 out of the 52 LEDAC priority measures,” Dy said.
The Speaker from Isabela underscored that these gains come at a time of growing global uncertainty, particularly the impact of tensions in the Middle East on fuel prices, goods, and overall economic stability.

The seasoned lawmaker said the House has acted decisively in recent months to cushion these effects, beginning with the passage of House Bill (HB) 8418, which allows President Ferdinand R. Marcos Jr. to suspend or reduce fuel excise taxes when necessary to stabilize prices.
“Naipasa po natin ang HB 8418 upang mabigyan siya ng kapangyarihang bawasan o suspendihin ang excise tax sa langis kung kinakailangan, upang maregulate ang pagtaas ng presyo nito,” he said, noting that the measure was prioritized after being certified as urgent by the President.

The chamber also advanced key education reforms, including amendments to the Universal Access to Quality Tertiary Education Act and the Presidential Merit Scholarship Program, aimed at strengthening support for students and investing in the country’s future workforce.
In addition, Dy cited the passage of the Digital Payments Act, which seeks to accelerate government digitalization, reduce red tape, and improve transparency in public transactions.
The House also pushed forward the long-awaited Anti-Political Dynasty bill following nationwide consultations in Luzon, Visayas, and Mindanao, with plenary deliberations recently completed.
He credited lawmakers, House officials and employees for sustaining legislative momentum despite the challenges.
