In the aftermath of the midterm election of May 12, 2025, 19 incumbent party-list groups failed to secure enough votes to win another term.
Based on the final results of the 2025 party-list race for the 20th Congress, or the 2025-2028 term, 54 party-list groups qualified to occupy a total of 63 seats.
Out of these 54, 35 are incumbent party-list groups and 19 are newbies (replacing the 19 incumbent party-list groups who lost).
Now, how did these 19 newbies make the cut?
ONE PROVINCE
Seven of the newbies put all of their time, talent and treasure to get MORE THAN HALF of their votes from ONLY ONE PROVINCE. Win or lose, do or die, they put all their eggs in one basket, and won. Of course, they also got votes from other areas, but only as fillers or as bonus, but as a matter of strategy, they really poured their political capital and financial resources on only one province.

SWERTE PARTY-LIST (rank 53 out of 54)
SWERTE topped the party-list race in Bukidnon, garnering 42% of the party-list votes of the province, or a total of 238,846 votes. This already represents 91% of all the votes of SWERTE.
It did not get at least 2% of the party-list votes in any other province of the country.

4K PARTY-LIST (rank 17 out of 54)
4K topped the party-list race in Quezon, garnering 45% of the party-list votes of the province, or a total of 452,411 votes. This already represents 87% of all the votes of 4K.
It did not get at least 2% of the party-list votes in any other province of the country.

NANAY PARTY-LIST (rank 47 out of 54)
NANAY topped the party-list race in Pampanga, garnering 21% of the party-list votes of the province, or a total of 187,842 votes. This already represents 64% of all the votes of NANAY.

ASENSO PINOY PARTY-LIST (rank 24 out of 54)
ASENSO PINOY topped the party-list race in Misamis Occidental, garnering 85% of the party-list votes of the province, or a total of 265,104 votes. This already represents 63% of all the votes of ASENSO PINOY.

ONE COOP PARTY-LIST (rank 36 out of 54)
ONE COOP topped the party-list race in Zamboanga del Sur, garnering 50% of the party-list votes of the province, or a total of 208,075 votes. This already represents 62% of all the votes of ONE COOP.
If we include the votes from the neighboring provinces of Zamboanga Sibugay (where ONE COOP topped the party-list race) and Zamboanga del Norte (where ONCE COOP got at least 2% of the votes), then the new total would already represent 81% of all the votes of ONE COOP.
In Western Mindanao (Region 9), it is only in the City of Zamboanga and the City of Isabela, Basilan where ONE COOP did not get at least 2% of the votes.

KAMALAYAN PARTY-LIST (rank 32 out of 54)
KAMALAYAN topped the party-list race in Sultan Kudarat, garnering 61% of the party-list votes of the province, or a total of 213,679 votes. This already represents 56% of all the votes of KAMALAYAN.
If we include the votes from the neighboring province of Maguindanao del Sur (where KAMALAYAN topped the party-list race), then the new total would already represent 76% of all the votes of KAMALAYAN.

PPP PARTY-LIST (rank 13 out of 54)
PPP topped the party-list race in the City of Davao, garnering 49% of the party-list votes of the city, or a total of 291,107 votes. This already represents 51% of all the votes of PPP.
If we include the votes from the neighboring provinces of Davao de Oro, Davao Oriental, Davao del Norte and Davao del Sur (where PPP placed third in each of these four provinces), all in the same region of Southern Mindanao (Region 11), then the new total would already represent 66% of all the votes of PPP.
In Region 11, it is only in Davao Occidental where PPP did not get at least 2% of the votes (because DUMPER-PTDA Party-list already captured 81% of the party-list votes of Davao Occidental).

PINOY WORKERS PARTY-LIST (rank 22 out of 54)
PINOY WORKERS topped the party-list race in the City of Puerto Princesa, garnering 44% of the party-list votes of the city, or a total of 53,325 votes. It also topped the party-list race in Palawan, garnering 31% of the party-list votes of the province, or a total of 121,687 votes. The total votes from the City of Puerto Princesa and Palawan (both areas, due to their geographical location, are counted as only one province for the purposes of this study) already represent 37% of all the votes of PINOY WORKERS, but obviously not yet reaching at least 50%.
PINOY WORKERS likewise topped the party-list race in Negros Oriental, garnering 31% of the party-list votes of the province, or a total of 151,188 votes. This represents 32% of all the votes of PINOY WORKERS, and when added to the previous 37%, will add up to a new total of 69%.

SSS-GSIS PENSYONADO PARTY-LIST (rank 49 out of 54)
SSS-GSIS topped the party-list race in Tarlac, garnering 14% of the party-list votes of the province, or a total of 88,235 votes. This already represents 30% of all the votes of SSS-GSIS, but obviously not yet reaching at least 50%.
SSS-GSIS also topped the party-list race in the City of Zamboanga (to be treated and counted as a province for the purposes of this study), garnering 22% of the party-list votes of the city, or a total of 62,866 votes. This represents 22% of all the votes of SSS-GSIS, and when added to the previous 30%, will add up to a new total of 52%.

ABAMIN PARTY-LIST (rank 38 out of 54)
ABAMIN topped the party-list race in the City of Cagayan de Oro, garnering 37% of the party-list votes of the city, or a total of 98,818 votes. This already represents 31% of all the votes of ABAMIN, but obviously not yet reaching at least 50%.
ABAMIN also topped the party-list race in the City of Iligan, garnering 34% of the party-list votes of the city, or a total of 40,655 votes. This represents 13% of all the votes of ABAMIN, and when added to the previous 31%, will add up to a new total of 44%, but obviously still not yet reaching at least 50%.
If we include the votes from the neighboring provinces of Misamis Oriental (where ABAMIN placed second), Lanao del Norte, Bukidnon and Camiguin (where ABAMIN placed fourth in each of these provinces), all in the same region of Northern Mindanao (Region 10), then the new total would already represent 74% of all the votes of ABAMIN.
In Region 10, it is only in Misamis Occidental where ABAMIN did not get at least 2% of the votes (because ASENSO PINOY Party-list already captured 85% of the party-list votes of Misamis Occidental).

TWO REGIONS

KM NGAYON NA PARTY-LIST (rank 37 out of 54)
KM NGAYON NA actively competed for the tightly contested bailiwick votes in Northern Philippines (the Ilocos Region, Cagayan Valley and the Cordilleras).
KM NGAYON NA topped the party-list race in La Union and got at least 2% of the votes in Pangasinan. Both of these provinces are in the Ilocos Region (Region 1).
KM NGAYON NA topped the party-list race in Mountain Province and Benguet, placed second in Kalinga, and got at least 2% of the votes in the City of Baguio and Ifugao. All of these provinces are in the Cordillera Administrative Region (CAR).
All in all, KM NGAYON NA got 85% of its votes from these two regions (Region 1 and CAR).
If we include the votes from the neighboring region of Cagayan Valley (Region 2) where KM NGAYON NA topped the party-list race in Nueva Vizcaya, then the new total would already represent 90% of all the votes of KM NGAYON NA.

SOLID NORTH PARTY-LIST (rank 8 out of 54)
SOLID NORTH actively competed for the tightly contested bailiwick votes in Northern Philippines (the Ilocos Region, Cagayan Valley, and the Cordilleras).
SOLID NORTH topped the party-list race in Ilocos Norte, placed second in La Union, placed third in Pangasinan, and got at least 2% of the votes in Ilocos Sur and the City of Dagupan. All of these provinces are in the Ilocos Region (Region 1).
SOLID NORTH topped the party-list race in Abra, Apayao, Kalinga, and the City of Baguio, placed second in Ifugao, placed third in Mountain Province, and got at least 2% of the votes in Benguet. All of these provinces are in the Cordillera Administrative Region (CAR).
All in all, SOLID NORTH got 77% of its votes from these two regions (Region 1 and CAR).
If we include the votes from the neighboring region of Cagayan Valley (Region 2) where SOLID NORTH placed second in the City of Santiago and got at least 2% of the votes in the provinces of Cagayan, Nueva Vizcaya, and Quirino, then the new total would already represent 82% of all the votes of SOLID NORTH.

KAPUSO PM PARTY-LIST (rank 48 out of 54)
KAPUSO PM actively competed for the tightly contested bailiwick votes in Muslim Mindanao as well as in Palawan and the City of Puerto Princesa.
KAPUSO PM topped the party-list race in Basilan, placed second in Sulu and Tawi-Tawi, placed fifth in Maguindanao del Norte, and got at least 2% of the votes in Maguindanao del Sur. All of these provinces are in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
KAPUSO PM placed second in the party-list race of both Palawan and the City of Puerto Princesa. Both areas are in MIMAROPA (Region 4B).
All in all, KAPUSO PM got 64% of its votes from these two regions (BARMM and REGION 4B).
If we include the votes from Western Mindanao (Region 9) where KAPUSO PM placed third in the City of Zamboanga and got at least 2% of the votes in the province of Zamboanga Sibugay, then the new total would already represent 74% of all the votes of KAPUSO PM.

THE LONG AND SHORT
In sum, seven out of the 19 newbies primarily targeted ONE PROVINCE.

Three out of the 19 newbies primarily targeted TWO REGIONS.
Two out of the 19 newbies loosely operated in FIVE REGIONS.

Two out of the 19 newbies were not able to get 50% of their votes from all the regions where they got at least 2% of the votes in the provinces or cities within those regions.
