MAYOR ISKO MORENO OPENS BILIS KILOS ACTION CENTER

Manila Mayor Francisco “Isko” Moreno Domagoso led the launch of the Bilis Kilos Action Center (BKAC) at the Manila City Hall as part of the City Government of Manila’s commitment to open governance.

The BKAC is designed to accelerate the city government’s response to citizens’ concerns, complaints, and feedback, while strengthening transparency, accountability, and efficient public service.

Through this initiative, the city government reinforces a more open, responsive, and people-centered system of governance.

Established through Executive Order No. 74, Series of 2025, the BKAC serves as version 2.0 of the mayor’s original Online Complaint Desk, which was launched during his first term in 2019.

The BKAC operates under the Office of the Secretary to the Mayor, led by Secretary Manuel “Letlet” Zarcal, and is supervised by the City Development Information Services (CDIS), headed by Chief Anita Tubera, with technical support from the Electronic Data Processing Services (EDP), led by Chief Fortunato Palileo—both divisions under the Office of the Mayor.

According to the mayor, the initiative empowers citizens to take an active role in governance.

“Para maramdaman ng mamamayan na mahalaga sila at seryoso ang gobyerno sa pakikinig at pagtugon sa kanilang concerns.”

Strategically located at the entrance of Manila City Hall, across SM City Manila, the BKAC allows citizens to file concerns in person through assigned personnel or digitally via QR codes and Google Forms.

In addition to its satellite office, the BKAC also maintains a main office at the 4th Floor, Room 440, near the Manila Clock Tower Museum.
