The Bureau of Customs (BOC), under the transformative leadership of Commissioner Ariel Nepomuceno, has taken yet another crucial step in strengthening institutional integrity by implementing the conduct of Random Drug Testing.
This initiative responds to President Ferdinand Marcos Jr.’s call to uphold programs that will reinforce the public’s trust in government service.

“In advancing this, we also extend our strong support to the Dangerous Drugs Board’s campaign to eradicate the illicit supply and demand for dangerous drugs and precursor chemicals,” the customs chief added.
The program aligns with Customs Memorandum Circular No. 248-2018, Institutionalizing the Philippine Anti-Illegal Drugs Strategy (PADS), which was formulated by the Dangerous Drugs Board (DDB).
The strategy provides a clear and balanced framework to enhance the government’s efforts against illegal drugs and their precursors, while also reinforcing the country’s dedication to global initiatives addressing illicit drugs.
Through its adoption of PADS, the BOC strengthens its role in the whole-of-government campaign against dangerous drugs, underscoring that the agency is determined to align with international efforts to counter the worldwide illegal drug problem by fostering a drug-free workplace environment.
The activity will be strictly implemented across the BOC Central Office, as well as in all ports and sub-ports nationwide.
By allowing the conduct of this initiative, Nepomuceno also reaffirmed his full commitment to enforce measures that protect the health and well-being of BOC employees, thereby establishing an institution rooted in discipline and integrity.
“Sustaining a drug-free workplace is vital to protecting the welfare of our workforce and enabling them to fulfill their responsibilities as a frontliner in border protection and public service,” Nepomuceno stressed.
