NEW ERC CHIEF: NO BACKLOGS, FASTER PUBLIC SERVICE

As Energy Regulatory Commission (ERC) Chairperson and CEO Atty. Francis Saturnino C. Juan formally took his oath as the new head of the Commission on Monday, 11 August 2025, he issued a strong call for unity and decisive action within the ERC to address the backlog of cases, urging the workforce to act with both urgency and integrity to serve the public better.

On Monday morning, Chairperson Juan, together with his family, was sworn in by Executive Secretary Lucas P. Bersamin at the Malacañang Palace as the new Chairperson and CEO of the ERC. Following his oath-taking, Chairperson Juan addressed ERC officials and employees at its first General Assembly under his leadership.

Drawing on his experience with the ERC as its General Counsel and Executive Director and his multifaceted background in market operations, renewable energy, litigation, and policy formulation while in the private sector, Chairperson Juan shared how these experiences shaped his vision for a revitalized, forward-looking Commission.

“Our constituents deserve swift resolution of their cases.”

He emphasized that his years in diverse leadership roles have given him both the judgment and the commitment required to lead the transformation of the ERC into a more dynamic and effective institution.

He also spoke on the current state of the ERC and laid out his strategic direction to improving the service delivery of the Commission, emphasizing the high expectations of Filipino consumers and stakeholders, many of whom have long awaited the resolution of applications that are vital to their livelihoods and futures.

“The call to action is now. There is no time for hesitation. The backlog demands our focused energy. Our constituents deserve swift resolution of their cases,” Chairperson Juan said.

The ERC Chairperson made clear that the Commission’s mandate can only be met through united action. “We cannot rise to this occasion if we are divided. We cannot afford silos, tolerate fragmentation, or succeed with anything less than our full, collective strength. Every person in this organization—regardless of position, service, or tenure—brings something essential to the table.”

To push the ERC beyond its current performance, the newly-appointed Chairperson urged the employees: “We collaborate relentlessly. Break down barriers. Share information freely. Offer help across services. We prioritize ruthlessly. Focus our collective energy where the need is greatest and the impact will be most profound.”

Chairperson Juan then closed his message with a rallying call to the agency’s workforce: “Our constituents have suffered long enough. They are counting on us. Let’s show them, and let’s show each other, what true unity, unwavering commitment, and principled action can accomplish. Let’s get to work—together.”
