The Procurement Service–Department of Budget and Management (PS-DBM) and the Office of the President entered into a Memorandum of Agreement (MOA) on the centralized procurement of airline tickets for government agencies through the PS-DBM PhilGEPS eMarketplace, under the Government Fares Agreement (GFA).
During the MOA signing on March 10, 2026, at the Malacañan Palace, PS-DBM, represented by its Executive Director (ED) Atty. Genmaries “Gen” Entredicho-Caong and Deputy ED Atty. Philip Josef Vera Cruz, formalized its strengthened partnership with the Office of the President, represented by Deputy Executive Secretary for Support Services and Auxiliaries, Atty. Dennis S. Santiago, and Assets Management Office Director Atty. Cris Tenorio, to advance efficiency in public service by streamlining government processes.
In his message, Deputy Executive Secretary Santiago emphasized the Office of the President’s commitment to good governance and institutional collaboration. “Partnerships such as this allow us to harmonize systems and processes in a manner that promotes efficiency, transparency, and responsible stewardship of public resources,” he stressed.
In October 2025, airline tickets were reintroduced as common-use supplies and equipment (CSE) in the eMarketplace—the government’s official e-commerce platform—in partnership with the country’s top airline companies, Philippine Airlines and Cebu Pacific Air.
This cooperation between PS-DBM and the Office of the President amplifies the provisions of the New Government Procurement Act (NGPA) on digital transformation and value for money by providing government agencies access to the most advantageous airfare rates and additional privileges.
ED Gen likewise underscored the benefits of the centralized airline ticket procurement. These include up to 10% discount on domestic and selected international flights, waived processing and first rebooking fees, and a “pay later” option to reserve seats.
“Through this centralized approach, we are eliminating individualized booking practices, resulting in guaranteed savings from airfare costs, and ultimately securing the best value for money. It also assures convenient processing of travel requirements for official trips of government officials, employees, and personnel,” said ED Gen
The event also featured a presentation on the overview of the GFA in the eMarketplace by Deputy ED Vera Cruz.
In his closing remarks, Dir. Tenorio highlighted that this partnership enables a more efficient and cost-effective system for the government’s air travel needs. “We view this agreement as an important mechanism that will help us facilitate and coordinate travel requirements in a manner that is aligned with government procurement policies and fiscal management practices,” Dir. Tenorio remarked.
Together with ED Gen, Deputy Executive Secretary Santiago, Director Tenorio, and Deputy ED Vera Cruz were PS-DBM Deputy ED Marlita Dagsa, Operations Office Director Samantha Grace Moscoso, Marketing and Sales Division Chief Mr. Omar Bernal, Atty. Aeron Christian Earl Apostol, and other officials from the Office of the President.
