House Speaker Bojie Dy called on barangay officials across the country to be partners in the national campaign against corruption, as he stressed that their vigilance is needed in the communities where government projects are implemented.
In a speech delivered at the Liga ng mga Barangay Congress at the World Trade Center, the Speaker said that the passage of a transparent and open national budget is only the first step in the battle against corruption.
Dy, who began his career in public service at the barangay level in Isabela, pointed out the importance of local vigilance once the national budget is approved and projects reach the implementation stage.
“Ang pinakamahalaga po rito kahit gaano na po natin higpitan at tiyakin na transparent at accountable ‘yung atin pong pino-propose na budget, ang importante po rito kapag nandoon na po sa implementation period itong mga proposed project sa atin pong mga lugar,” the veteran legislator said.
“Napakahalaga muli ng inyo pong magiging responsibilidad at tungkulin.”
“Kaya napakahalaga muli ng inyo pong magiging responsibilidad at tungkulin. Hinihiling ko po sa inyo na sana alamin ninyo sa bawat district sa Department of Public Works [and Highways] (DPWH) kung ano pong mga projects o program na darating sa inyo pong lugar, lalong-lalo na sa mga sinasakupang ninyong mga barangay,” the seasoned lawmaker added.

He explained that by working with DPWH district offices, barangay leaders would be in a position to better monitor the projects in their jurisdictions.
“Makikita niyo kung standard ba talaga ang project.”
According to Dy, “dahil dito po, mababantayan niyo itong mga projects na ‘to. Dahil dito po, makikita niyo kung standard ba talaga ang project na ‘to. Alamin po ninyo sa inyo pong mga district sa Department of Public Works [and Highways] kung ano po ‘yung program of works ng inyong mga projects na nilaan sa inyo pong mga lugar.”
“Magiging malaki po ang bahagi ninyo para tanggalin at tuldukan na natin at talunin natin ang korapsyon dito sa ating bansang Pilipinas,” Dy concluded.
