The proposed ₱5.088-billion budget of the Department of Human Settlements and Urban Development (DHSUD) for 2027 will sustain affordable housing, subsidized financing and other programs aimed at helping more Filipino families secure safe and decent homes, House Committee on Appropriations Vice Chairperson and Iloilo City Lone District Representative Jam Baronda said.
Baronda made the statement as she sponsored the proposed budget of DHSUD and its attached corporations on the second day of plenary deliberations on the proposed ₱7.2-trillion national budget.
The veteran legislator said the DHSUD proposal includes ₱1.1 billion for housing interest subsidies and the administration and implementation of the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
“The proposed funding will allow the government to continue making housing affordable, expand access to subsidized financing, support vulnerable families, strengthen project implementation, and accelerate the delivery of housing units nationwide.”

Under the Expanded 4PH Program, government housing assistance now covers different needs of Filipino families through vertical and horizontal housing developments, the Enhanced Community Mortgage Program, Presidential Proclamation sites, rental housing, modular shelter units, high-density housing, Pag-IBIG acquired assets and financing assistance.
She reported that the Expanded 4PH Program had generated 135,758 housing units across its various modalities as of August 2026, compared with 1,024 units produced during the first 35 months of the original program.
“The program has completed 15,543 vertical housing units and 15,775 horizontal housing units, with thousands of families now occupying their own homes.”
Baronda pointed out that “these are not merely housing units in the pipeline. Families are already moving into completed communities. To date, the program has completed 15,543 vertical housing units and 15,775 horizontal housing units, with thousands of families now occupying their own homes.”
Affordable financing is also a key part of the housing strategy, with Pag-IBIG Fund financing covering both socialized and economic housing and loans of up to ₱10 million. Baronda said this gives more families the capacity to purchase homes while encouraging developers to expand housing supply.
As of September 7, more than 11,700 beneficiary families had successfully availed themselves of housing units under the program, with more than 70 percent belonging to the lowest three income deciles.
The administration aims to facilitate the production, financing and provision of 1.13 million housing units by June 2028, with Expanded 4PH expected to account for one in every four units.
According to her, “ultimately, the success of our housing program is not measured solely by budgets obligated, projects launched, or units completed.”
“It is measured by the number of Filipino families whose lives are transformed because they finally have a safe, secure, and dignified place to call home,” Baronda concluded.
