ERC RECIEVES COA UNMODIFIED OPINION FOR 5TH YEAR

The Energy Regulatory Commission (ERC) once again received an Unmodified Opinion from the Commission on Audit (COA) for Calendar Year 2025, marking the fifth consecutive year that the agency has attained the highest form of audit opinion and reaffirming its commitment to transparency, accountability, and sound financial management.

The Annual Audit Report (AAR), transmitted by COA on June 3, 2026, was issued pursuant to Section 2, Article IX-D of the 1987 Philippine Constitution and Section 43 of Presidential Decree No. 1445, otherwise known as the Government Auditing Code of the Philippines. The audit covered the ERC’s financial transactions and operations for Calendar Year 2025 and assessed the fairness of its financial statements, compliance with applicable laws and regulations, implementation of prior audit recommendations, and opportunities for operational improvement.

In its report, COA rendered an Unmodified Opinion on the ERC’s financial statements as of December 31, 2025, signifying that the Commission’s financial statements were presented fairly, in all material respects, in accordance with applicable accounting standards.

The report also highlighted the ERC’s strong operational performance, with the agency exceeding several of its key performance targets. Among these were the timely resolution of Power Supply Agreement and Ancillary Services Procurement Agreement cases, approval of Certificates of Compliance and Provisional Authorities to Operate, resolution of consumer and non-consumer cases, testing and calibration of watt-hour meters, and processing of Retail Electricity Supplier applications.

ERC Chairperson and CEO Atty. Francis Saturnino Juan welcomed the audit results, emphasizing that the achievement reflects the Commission’s continuing commitment to good governance and public service.

He likewise noted that the ERC remains committed to continuously improving its systems and processes in line with COA’s recommendations, while sustaining reforms that enhance regulatory efficiency, transparency, and service delivery for the benefit of consumers and stakeholders across the energy sector.

The ERC extends its appreciation to COA for its guidance and constructive recommendations, which support the Commission’s continuing efforts to strengthen institutional governance and operational effectiveness. 

As the country’s independent energy regulator, the ERC remains committed to upholding the highest standards of public accountability, while advancing reforms that promote a more responsive, efficient, and sustainable energy sector for the benefit of all Filipinos.
