ERC PUSHES REGULATORY COMPLIANCE AT WESM SUMMIT

The Energy Regulatory Commission (ERC), represented by Chairperson and CEO Atty. Francis Saturnino Juan, underscored the importance of regulatory compliance, transparency, and accountability in strengthening the resilience of the Philippine electricity market during the WESM Compliance Officers (WCO) Summit 2026.

Delivering his keynote address titled “Regulatory Compliance and Market Resilience: Preparing for the Future of Philippine Energy,” Juan highlighted the Commission’s ongoing regulatory reforms aimed at strengthening grid reliability, improving market mechanisms, and protecting electricity consumers amid growing energy uncertainties.

“The Philippine energy sector continues to face challenges arising from its dependence on imported fuels, increasing electricity demand, and the need to modernize grid infrastructure.”

The ERC chief emphasized that the Philippine energy sector continues to face challenges arising from its dependence on imported fuels, increasing electricity demand, and the need to modernize grid infrastructure. He noted that addressing these challenges requires responsive regulatory frameworks, effective market mechanisms, and stronger coordination among energy institutions and industry stakeholders.

Juan also highlighted the Commission’s key regulatory initiatives to strengthen grid reliability and market integrity, including the 2026 Edition of the Philippine Grid Code, the revised Power Plant Reliability Rules, and measures addressing line rental pricing distortions and concerns in the Reserves Market, all aimed at promoting a more reliable, transparent, and consumer-oriented electricity sector.

Looking ahead, the ERC will continue pursuing regulatory initiatives to strengthen grid readiness, develop more flexible electricity markets, improve market signals, and encourage greater competition and consumer participation. These include the proposed Rules for Energy Storage Systems, which underwent public consultation in September 2026.

He emphasized the critical role of WESM Compliance Officers in translating regulatory requirements into responsible practices within their respective organizations.

“Resilience keeps us ready.”

“Compliance keeps us orderly. Continuity keeps us running. Resilience keeps us ready,” Juan stressed.

He reaffirmed the ERC’s commitment to working closely with the Department of Energy (DOE), Philippine Electricity Market Corporation (PEMC), Independent Electricity Market Operator of the Philippines (IEMOP), and industry stakeholders toward a Philippine electricity market that is not only compliant with existing rules but also prepared for future challenges.

The Commission continues to pursue programs that strengthen regulatory oversight, market transparency, and institutional accountability to ensure a reliable, competitive, and consumer-oriented Philippine electricity sector.
