The Energy Regulatory Commission (ERC) is advancing reforms in pricing, project approvals, and market rules to encourage power investments that support reliable service and reasonable electricity costs.
In his keynote address, “Enabling Investments Through Regulation: Pricing, Approvals & Market Stability,” at the 3rd Philippine Power Plant Energy Summit, ERC Chairperson and CEO Atty. Francis Saturnino Juan said these reforms help bring needed power projects into operation while ensuring that costs passed on to consumers are justified.

Juan stressed that investments must translate into dependable electricity service.
“A plant must operate. A connection must carry power. A market must settle fairly. And the service must justify the cost consumers bear,” the ERC chief said.

Among the measures he cited were faster application processing through the Energy Virtual One-Stop Shop, electronic filing and virtual hearings under revised procedural rules, and the removal of generating-unit capacity limits.
He also highlighted evidence-based price evaluations, corrections to electricity market settlements, and stronger power plant reliability requirements.
The 3rd Philippine Power Plant Energy Summit brought together government representatives, investors, developers, plant operators, engineers, and technology partners to discuss developments in the power sector.
