CSC HIGHLIGHTS ROLE OF HR OFFICERS

Civil Service Commission (CSC) Chairperson Karlo Nograles underscored the crucial role of human resource management practitioners (HRMPs) in the public sector in driving change in government.

In his message at the opening ceremony of the 25th Regional Continuing Professional Education for Human Resource Management Practitioners on 29 November 2022 at Ilocos Sur, Chairperson Nograles said: “You, our HRMPs, are in-charge of the country’s public sector human capital. You are tasked to recruit and develop a high-performing and efficient civil service system, the 1.8 million lingkod bayan—in the case of Ilocos, the 95,875 career and non-career government personnel—who are the driving force behind the achievement of peace and security, economic stability, and social equality in the region.”

HRMPs are composed of HR and administrative officers and employees in the government agencies, who are tasked with personnel development and management functions, and who serve as liaison between CSC and the agencies.

“Thus, we need to come up with reforms and innovations in HR management that will lead to better governance systems, to a better life for the more than 100 million Filipinos,” he added.

He stressed on the crucial position of HRMPs in developing the public sector workforce. “You are in a strategic position to direct management in appreciating the role of the human capital as the organization’s most important assets. This includes managing recruitment and incentives mechanisms and drawing up employee learning and development programs.”

HRMPs are composed of HR and administrative officers and employees in the government agencies, who are tasked with personnel development and management functions, and who serve as liaison between CSC and the agencies in the cascading of the former’s HR policies and programs for the entire civil service.

The event, attended by different HRMPs from the Ilocos Region, is part of an annual gathering of HRMPs in the region, which serves as a venue to address issues and concerns affecting HRM, as well as an opportunity to renew CSC’s call for the HRMPs’ support in fulfilling the government’s HR agenda.
