CSC: SUBMIT SALNS TO REPOSITORIES BEFORE JUNE 30

The Civil Service Commission (CSC) reminded government agencies of the deadline of submission of the 2022 Statement of Assets, Liabilities, and Net Worth (SALN) to the appropriate repository agency, which is set for 30 June 2023.

Under CSC Memorandum Circular No. 10, s. 2006, which amends the guidelines on the filing and submission of the SALN as contained in the Rules Implementing the Code of Conduct and Ethical Standards for Public Officials and Employees, the Chief/Head of the Personnel/Administrative Division or Unit/Human Resource Management Office (HRMO) is mandated to transmit all original copies of the SALNs received on or before June 30 of every year to the appropriate repository agency.

Individual SALNs must be filed within 30 days after assuming office, on or before 30 April of each subsequent year, and within 30 days after separating from the service in the respective department, agency, or office.

The list of repository agencies and the corresponding list of officers and employees whose SALNs should be filed with them are identified in CSC Memorandum Circular No. 3, s. 2015.

The CSC added that the guidelines on the filing and submission of the SALN during exceptional circumstances, as contained in CSC Memorandum Circular No. 6, s. 2021 (Filing and Submission of the Statement of Assets, Liabilities, and Net Worth During Exceptional Circumstances) released during the height of the COVID-19 pandemic, will still apply for the 2022 SALNs.

“Recognizing that the government is still transitioning to the new normal and that several government institutions continue to adopt flexible work arrangements, CSC has allowed the electronic oath-taking, filing, and submission of 2022 SALNs,” announced CSC Chairperson Karlo Nograles.

Under the guidelines, the collated SALNs must be submitted with the proper repository agency, either in physical or electronic form. It is important to choose only one method of submission without combining both options. This ensures centralized recording and monitoring by the repository agencies for better efficiency.

Agencies opting for physical submission must comply with the existing guidelines on the filing and submission of the SALN. They should submit both the physically filed SALNs and printed copies of the electronically filed SALNs.

In the case of electronic submissions, offices will be allowed to transmit the electronic SALNs to the proper repository agency using a USB flash drive or disc storage together with the required summary as provided under the rules. 

The list of repository agencies and the corresponding list of officers and employees whose SALNs should be filed with them are identified in CSC Memorandum Circular No. 3, s. 2015.

Online oath-taking, filing

Individual SALNs must be filed within 30 days after assuming office, on or before 30 April of each subsequent year, and within 30 days after separating from the service in the respective department, agency, or office.

Thus, for public officials and employees who will assume office or will be separated from the service this year, they may also apply the online procedures for oath-taking and filing of the 2022 SALN per CSC Memorandum Circular No. 6, s. 2021.

For online oath-taking, the Administering Officer and Declarant may interact through communication technology, provided that the identity of the Declarant is verified, the Declarant affirms the contents of his or her SALN to be true and correct, and the signing of the SALN is done within sight of the Administering Officer.

The Declarant can choose to either affix their signature on an electronic SALN, or use a wet ink signature on a physical document and scan it. This document should then be transmitted electronically to the Administering Officer on the same day. The Administering Officer also has the option to either sign electronically or use a wet ink signature on the SALN, and then transmit it back to the Declarant.

The Declarant can then electronically send their SALN to the human resource department/office of the concerned department, office, or agency in Portable Document Format or PDF.

This shall be considered a “duly executed SALN.” It shall also be considered “original,” and a printed copy of it shall be considered as a “duplicate original.”
