Senate President Win Gatchalian wants poor job seekers to receive discounts or fee waivers for obtaining the pre-employment documents required to secure gainful employment.

Under the proposed measure, indigent jobseekers will be given a 20% discount in the payment of fees for various government clearances and certificates needed for pre-employment applications. The bill also seeks to provide a waiver of fees required to acquire a transcript of records, transfer credentials, authenticated copy of diploma, and certificate of good moral character from state universities and colleges and local universities and colleges of indigent jobseekers.

“Poor job seekers should not be deprived of employment opportunities simply because they cannot afford the cost of securing pre-employment documents from various government agencies.”
