The Energy Regulatory Commission (ERC), led by Chairperson and CEO Atty. Francis Saturnino Juan, engaged members of the Philippine Chamber of Commerce and Industry (PCCI) in a dialogue on the Commission’s ongoing regulatory reforms, highlighting initiatives that promote a more reliable, efficient, and investment-friendly power sector.
The dialogue provided a venue for the ERC to discuss key policy directions and exchange insights with the business community on issues affecting the country’s energy sector, including the ongoing review of the Philippine Grid Code (PGC) and regulatory measures that support economic growth while safeguarding consumer welfare.
During the discussions, Juan addressed questions on the proposed revisions to the PGC, including the provision recognizing the ERC’s authority to ensure that the Grid Code reflects the technical, economic, and operational realities of all grid users, including distribution utilities and emerging technology providers.
“We will ensure that the PGC remains responsive to the evolving needs of the power sector and supports a reliable, secure, and resilient transmission system.”
He emphasized that the ERC will exercise its authority within the bounds of existing laws to ensure that the PGC remains responsive to the evolving needs of the power sector and supports a reliable, secure, and resilient transmission system.
The discussion also highlighted the importance of regulatory certainty in fostering investor confidence and advancing the country’s energy transition.
“We are committed to respecting the results of the Competitive Selection Process, advancing the performance-based regulation reset for distribution utilities, and developing policies that support import substitution and green investments.
The Commission reiterated its commitment to respecting the results of the Competitive Selection Process (CSP), advancing the performance-based regulation reset for distribution utilities, and developing policies that support import substitution and green investments.
These reforms are intended to provide greater predictability for investors while ensuring that regulatory decisions remain fair, transparent, and anchored in the public interest.
The dialogue with PCCI forms part of the ERC’s continuing engagement with stakeholders to strengthen collaboration to advance reforms that enhance energy security, improve electricity services, and support the country’s sustainable economic development.
