The Energy Regulatory Commission (ERC), represented by Chairperson and CEO Atty. Francis Saturnino Juan, served as the lead resource speaker during the Management Association of the Philippines’ (MAP) Energy 101 Series where he highlighted the key factors driving electricity prices in the Philippines and the regulatory reforms and market-based solutions being pursued to make electricity more affordable, reliable, and sustainable.
In his keynote address, Juan discussed the composition of consumers’ electricity bills, the structural and policy factors influencing power costs, and the Commission’s ongoing efforts to strengthen the country’s power sector.

Stressing the importance of consumer awareness and informed decision-making, he said, “Your bill will not become simpler or lower overnight, and I won’t pretend otherwise. But it is no longer a black box. You now know what’s in it, why it costs what it does, and where you—not just the regulator—have a role to play in bringing it down.”
Juan noted that while the ERC directly regulates transmission and distribution rates, the generation charge—the largest component of most electricity bills—is largely influenced by global fuel prices, foreign exchange movements, and supply and demand conditions.

He also outlined the Commission’s ongoing initiatives to address these challenges, including accelerating regulatory approvals, strengthening competition in the electricity market, updating consumer protection policies, supporting renewable energy integration and battery storage, and promoting programs such as the Retail Competition and Open Access (RCOA), Retail Aggregation Program (RAP), Green Energy Option Program (GEOP), and Net-Metering program.
Organized by the MAP Energy Committee, the Energy 101 Series aims to deepen business leaders’ understanding of the Philippine electric power industry by discussing the Electric Power Industry Reform Act (EPIRA), renewable energy policies, consumer choice mechanisms, and other key developments shaping the country’s energy landscape.
