To strengthen the delivery of early childhood care and development (ECCD) programs and services across the country, Senator Win Gatchalian emphasized the urgent need to equip Child Development Workers (CDWs) with high-quality training and upskilling opportunities.
Gatchalian made this call following the ceremonial graduation of CDWs and the launching of ECCD E-learning courses by the Technical Education and Skills Development Authority (TESDA) in Naga.
The veteran legislator is the sponsor of the Early Childhood Care and Development System Act (Republic Act No. 12199).
“Mahalaga ang papel ng ating mga Child Development Workers, lalo na’t sila ang nagbibigay kalinga at nagpapatatag ng pundasyon ng mga batang wala pang limang taong gulang,” the seasoned lawmaker said.
The ECCD law, which seeks to achieve universal access for children below five years old, also provides for the national competency assessment of CDWs, certification, reskilling, and upskilling of incumbent CDWs, and scholarships for their continuing education.
“The 2026 national budget allocates P226.9 million for a scholarship program for incumbent CDWs.”
