GOV’T OPTIMIZATION ACT GETS BICAM NOD

Lawmakers from both chambers of Congress have finalized the bicameral conference committee report on the proposed Government Optimization Act, a measure that empowers the President to reorganize the executive branch for better efficiency and service delivery.

The bicam report consolidates House Bill 7240 and Senate Bill 890, reconciling differences and enshrining provisions meant to modernize the bureaucracy.

Bukidnon 2nd District Representative Jonathan “Atty. John” Keith Flores, who chairs the House Committee on Government Reorganization and sponsored the House version, was present during the bicam signing held at the Senate.

“This is not just about cutting costs.”

“This is not just about cutting costs. This is about making the government more agile, more focused, and better equipped to serve,” Flores said.

Among the agreed provisions in the bicam version:

·      The establishment of a central oversight body that includes the Executive Secretary, DBM, NEDA, CSC, and ARTA.

·      Separation incentives and early retirement options for affected government workers.

·      A guarantee of uninterrupted services during the transition, with training for redeployed staff.

·      Exemptions for teachers, health workers, and uniformed personnel from any streamlining actions.

The report is expected to be ratified soon by both chambers before being sent to Malacañang for enactment.
