HOUSE PANEL TACKLES RENEWABLE ENERGY INCENTIVES

The House Committee on Energy resumed deliberation on House Bill 295, authored by Bacolod City Representative Greg Gasataya, which seeks to provide incentives for the construction, operation and development of Renewable Energy (RE) storage facilities.


Committee vice-chairperson and LPGMA Party-list Representative Allan Ty presided over the meeting.

“The bill intends to provide access to and encourage those who want to invest in renewable energy.”

The veteran legislator added that he made the filing of the bill a priority because the proposal could help address concerns over the country’s power supply.


The committee also continued its discussions on House Resolution 475, seeking an inquiry into the high electricity rates and frequent power interruptions in all serviceable areas of the Central Negros Cooperative, Inc. (CENECO).

The inquiry is based on House Resolution 475, also authored by the seasoned lawmaker.

CENECO Acting General Manager Arnel Lapore replied that the transmission facilities of the National Grid Corporation of the Philippines (NGCP) failed to respond to the incident.

“We maintain that it’s the failure of the device that is supposed to operate and respond to the interruption within the line of Panay and Negros,” Lapore stressed.


Ty directed the NGCP to submit a written report on what really transpired that led to power interruptions in Panay Island last April 27 to 29, 2023. 

Rep. Gasataya then urged the NGCP to submit a report on the reason why power plants use a different index in computing the generation cost resulting in high electric bills.

The ERC was also required to submit documents containing the policy mandating generating plants to submit fuel importation documents.

The Committee on Energy is chaired by Marinduque Representative Lord Allan Velasco.
